Must have:

· 10+ years of experience in successfully managing complex I&IT Programs in Public sector or Broader Public Sector (BPS).

· Superior knowledge of current/emerging concepts in evaluation including design, data collection, analysis, interpretation and reporting.

· Good understanding of the wider objectives and how to ensure strategic alignment of the program to business priorities.

· Experience leading organizational development, strategy development, business, and program planning.

· In-depth knowledge and handling of project and program management methodology and techniques.


Strategic Planning & Management:

Document, manage and maintain an integrated ODP-HD adoption across MOH, MLTC and MSAA. and IIS program plan, including objectives, delivery milestones, dependencies, scope, deliverables, required resources, budget assumptions, operational readiness and transition activities.

Manage day-to-day program delivery coordination across business, data engineering, analytics, architecture, privacy, security, vendor and operational teams to support IIS outcomes.

Establish stakeholder engagement, communication and governance plans for ODP-HD adoption and IIS delivery.

Document, manage and maintain integrated program risks, issues, assumptions, decisions and dependencies for ODP-HD and IIS.

Work with stakeholders and project teams to conduct regular risk and dependency reviews, identify mitigations and prepare executive-ready status and escalation reports.

Develop and maintain delivery performance measures and KPIs to track ODP-HD adoption progress, IIS and continuous improvement opportunities.

Provide CSIMB leadership with regular program, portfolio and executive status updates.

Program Management and Operations:

Support execution of IIS delivery processes, identify barriers to progress and ensure activities remain aligned to approved business objectives and analytics outcomes.

Ensure accountability across related ODP-HD adoption, and IIS workstreams through full lifecycle planning, delivery tracking and closure activities.

Ensure delivery is cost-effective, efficient and compliant with OPS, Ministry, Cluster and project/program management methodologies, standards and frameworks.

Lead and oversee program strategy from inception through delivery, operational transition, benefits identification, funding alignment and knowledge transfer.

Direct, manage and coordinate multidisciplinary teams and matrixed resources across platform adoption, data pipeline delivery, analytics enablement and operational readiness.

Monitor and manage cost, schedule, risk, governance, technical delivery dependencies and program impact across component projects and related workstreams.

Provide a portfolio-level view of internal and external dependencies, exposure levels, decisions and escalations affecting ODP-HD and delivery.

Provide leadership, coaching and knowledge transfer to strengthen internal program delivery capability.

Support budget planning, forecasting and reporting across multiple funding channels, workstreams and organizational dependencies.

Analyze the program environment to identify risks and issues; articulate and prioritize escalations for senior executives; and recommend mitigation strategies to keep delivery on schedule.

Direct stakeholder consultation, facilitation and consensus building; provide program, portfolio and project reporting to multiple stakeholders.

Lead strategies and actions to manage change impacts and support adoption of ODP-HD-enabled delivery practices.

Supervise the development and communication of program-related updates, governance materials, briefing notes and executive presentations.
