Description

Vistra seeks an experienced Policy Analyst to provide support in analyzing, developing, and writing policy in support of DoW programs related to child abuse, child neglect, domestic abuse, and problematic sexual behavior in children and youth. The ideal candidate applies knowledge of DoW and Federal Government policy development and revision processes to assess existing policy and develop new or revised policy to address gaps and implement improvements. The Policy Analyst will coordinate with clients and other stakeholders to gather and adjudicate input and develop solutions to a variety of problems of moderate scope and complexity. The candidate will work independently with some guidance.


ย This position is primarily remote with occasional on-site requirements at the Mark Center or Pentagon. Candidates in the Metro DC area strongly preferred.ย 


Responsibilities include:

  • Think critically, examine complex issues, and identify gaps and possible solutions/improvements to problems.
  • Provide clear verbal and written communications, including presentations and information papers, to a variety of clients and stakeholders in alignment with DoW style expectations.
  • Connect disparate concepts to develop cohesive, comprehensive policies and guidelines.
  • Provide hands-on development and editing support and guidance of policy documents through Washington Headquarters Services' policy review, development, and publication process.
  • Ability to obtain a security clearance.

Requirements

Education: Bachelor's Degree


Qualifications:

  • 3-10 years of directly relevant experience.
  • Prior experience in the development or analysis of DOW or Federal policy.
  • Experience assessing federal laws or draft legislation and their impact on federal policies.
  • Experience assessing policy artifacts, conducting literature reviews, and analyzing and synthesizing data to inform policy.
  • Public Trust or security clearance.

Additional Preferred Qualifications

  • Ability to design a comprehensive policy evaluation plan.
  • Experience applying federal policies into continuous program management or oversight efforts.
  • Experience analyzing or drafting language for the U.S. Code of Federal Regulations and/or federal law.
  • Experience working in a military environment or with military personnel.
  • Experience creating verbal and written communication products, including presentations and information papers.
  • Knowledge of change management strategies to facilitate policy development/implementation.
