Position Overview
The Contracts Optimization Manager of government contracts leads contracting activities for government customers with a focus on regulatory compliance, process efficiency, and standardization across the contract lifecycle.

This role is responsible for managing contracts from request for proposal (RFP) through award, administration, and closeout while ensuring compliance with state and local procurement regulations, including municipal and agency-specific requirements. The role also drives improvements in contract processes through the use of technology, automation, and standardized playbooks.

The position partners closely with Sales, Finance, IT, and Operations to enable scalable and compliant contracting practices.

Essential Responsibilities
   Lead end-to-end government contracting activities from RFP/bid through award, execution, and contract closeout in accordance with applicable regulations.
   Review and advise on RFPs, bids, contract offers, awards, amendments, and related documents.
   Ensure compliance with all applicable federal, state, and local laws, regulations, and company policies.
   Draft, review, and negotiate government contracts, subcontracts, amendments, and statements of work.
   Analyze contract terms, identify risks, and propose mitigation strategies aligned with company standards.
   Track active contracts, renewals, deliverables, and expirations to ensure proper contract administration.
   Ensure alignment between contract terms, invoicing, and operational execution.
   Develop, maintain, and improve contract templates, playbooks, clause libraries, and negotiation frameworks.
   Identify inefficiencies in the contract lifecycle and implement process improvements to reduce cycle time and manual effort.
   Leverage contract lifecycle management (CLM) systems and workflow tools to streamline contract intake, review, and approval processes.
   Design and support AI-enabled workflows and automation to improve contract drafting and analysis.
   Ensure technology-enabled outputs align with regulatory requirements and company risk tolerance.
   Partner with cross-functional teams to support government sales and contracting strategies.
   Train stakeholders on government contracting requirements, contract processes, and tools.
   Track and report on contract metrics including cycle time, compliance, and process adoption.
   Communicate contract status, risks, and performance updates to leadership and stakeholders.

Qualifications
   Bachelor's degree in related field or equivalent experience.
   5+ years of experience in government contracting, including RFPs and contract negotiation.
   Strong knowledge of state, and local procurement regulations.
   Experience drafting and negotiating complex contracts.
   Experience with contract lifecycle management (CLM) systems and workflow tools.
   Strong understanding of contracting risk and compliance requirements.
   Demonstrated experience with legal AI tools, including but not limited to Harvey AI
   Ability to translate legal and regulatory requirements into scalable processes.
   Strong organizational and time management skills.
   Excellent written and verbal communication skills.

Preferred Qualifications
   Juris Doctor (JD) or Master's degree in government procurement or related field.
   Certified Professional Contract Manager (CPCM) or similar certification.
   Experience with AI tools, automation, or prompt engineering in contracting workflows.
   Experience developing contract playbooks, SOPs, or policy documentation.
