Job description

The Presidio Trust is seeking a Payroll & Benefits Coordinator to join its Employee Support Services Department. The Presidio Trust is a unique federal agency that stewards and shares the Presidio, one of the most visited national park sites in America and a place where people live and businesses thrive. Reporting to the Assistant Director of Employee Support Services, the Payroll & Benefits Coordinator will lead the administration of the agencys workers compensation program and official employee records, ensuring compliance, accuracy, and timely processing across HR operations. The role will provide key support in payroll and benefits administration, contributing to biweekly payroll processing, personnel actions, benefits delivery, and employee programs. Serving as a central point of coordination, the Coordinator will partner with internal stakeholders and external agencies to resolve issues, maintain data integrity, and support audits and reporting. This position will also deliver high-quality customer service, promote continuous improvement, and help ensure an efficient, responsive, and employee-centered HR function.
This is a full-time Hybrid position with benefits and a starting pay range of $82,916 to $102,296, based in the San Francisco Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by August 21, 2026 will receive first consideration.

Responsibilities

  • Lead administration of the Office of Workers Compensation Program (OWCP), overseeing end-to-end injury and illness response protocols, including case intake, employee guidance, medical coordination, and submission and management of ECOMP claims in compliance with Department of Labor (DOL) requirements.
  • Serve as the agencys ECOMP system administrator, ensuring accurate case management, timely processing, and compliance with federal workers compensation regulations while coordinating with employees, supervisors and external stakeholders to facilitate effective case management and resolution.
  • Coordinate and administer workers compensation case coordination, including Continuation of Pay (COP), FPPS case setup, case tracking, and employee and timekeeper guidance on leave coding, payroll and benefits processes.
  • Serve as backup for payroll and timekeeping and support payroll and personnel administration by assisting with biweekly payroll processing in Quicktime, processing personnel actions in FPPS, coordinating the Leave Share Program, and maintaining employee and position data in Oracle for new hires, pay changes, and labor cost allocations.
  • Conduct new hire benefits orientations and support benefits administration, including Open Season, retirement processing, and employee wellness initiatives.
  • Lead the administration of key employee programs, including the Commuter Benefits Program, Cash Out program, Employee Assistance Program (EAP), employment verifications, and Public Service Loan Forgiveness (PSLF) requests.
  • Manage official personnel records and compliance, serving as primary electronic Official Personnel Folder (eOPF) indexer and ensuring accuracy, completeness, and audit readiness of employee records.
  • Act as liaison with external agencies and partners, including Equifax (unemployment claims), EDD, OWCP vendors, and benefits providers to coordinate and resolve employee-related matters.
  • Produce recurring and ad hoc workforce data and reports, using OBIEE and other systems to support organizational reporting, audits, compliance and decision-making.
  • Ensure compliance of HR administration, supporting audits, documenting processes, and continuously improving workflows through data insights and stakeholder feedback.
  • Provide cross-functional support, serving as backup for onboarding and other HR operations functions to ensure continuity of services and effective team coordination.
  • Provide outstanding customer service, delivering timely, accurate, and respectful support, while maintaining the confidentiality of sensitive employee information.
  • Other duties as assigned.

Required Qualifications

  • A minimum of three (3) years of progressively responsible human resources and payroll related experience.
  • Experience with automated HR and payroll systems and benefits administration.
  • Working knowledge of workers compensation processes and requirements, sufficient to assist with case intake, documentation and tracking.
  • Effective collaboration, written and oral communication, and problem-solving skills
  • Ability to effectively prioritize multiple, competing tasks and projects in a fast-paced environment.
  • Track record of utilizing technology and/or increasing your own technology skills to make work more efficient, user-friendly and easier to run and maintain.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Teams.
  • Demonstrated emotional intelligence and cultural humility; interest and ability to connect with and engage a diversity of people by showing empathy and sensitivity to their individual perspectives and needs.
  • Exceptional judgment and discretion; ability to keep sensitive information confidential.
