Role Overview
The Telecom Expense Analyst (ITSM - Telecom) is responsible for managing telecom inventory, billing, vendor coordination, and cost optimization across the enterprise. This role focuses on consolidating billing platforms, ensuring accurate telecom expense tracking, improving processes, and delivering reporting and insights to leadership.
Key Responsibilities
Telecom Billing & Expense Management
  • Consolidate and develop a unified telecom cost structure and single billing platform across the enterprise.
  • Audit, analyze, and verify telecom invoices to ensure billing accuracy and contract compliance.
  • Implement charge-back models and monitor compliance across cellular, local, long-distance, data, and international services.
  • Identify cost-saving opportunities and reduce overall telecom spend.
  • Forecast monthly and quarterly telecom run rates and budget changes.
Inventory & Platform Management
  • Streamline multiple telecom inventory and billing systems into a centralized platform.
  • Ensure accurate inventory records and publish metrics for management reporting.
  • Support Telecom Expense Management (TEM) platform integration and migration.
  • Maintain reporting accuracy and performance metrics post-migration.
Service Fulfillment & Lifecycle Management
  • Develop and manage processes for ordering, provisioning, and disconnecting telecom services.
  • Provide guidance to IT teams and field teams on the telecom billing lifecycle and technology deployments.
  • Ensure accurate service provisioning and billing alignment.
Vendor & Contract Management
  • Collaborate with telecom carriers and IT vendors to obtain documentation and resolve service issues.
  • Manage vendor SLAs and develop performance reporting for senior leadership.
  • Participate in RFP processes and review contracts, SLAs, and KPIs to ensure best practices.
  • Lead Quarterly Business Reviews with vendors and stakeholders.
  • Oversee third-party vendor performance and process improvements.
Governance, Compliance & Reporting
  • Ensure compliance with regulatory requirements including BSA, USA PATRIOT Act, and OFAC.
  • Support audit readiness and regulatory reporting requirements.
  • Provide reporting and insights to senior leadership for informed decision-making.
Required Skills & Competencies
  • Strong expertise in telecom billing, inventory management, and expense optimization.
  • Experience with TEM platforms and telecom lifecycle management.
  • Strong vendor management and contract negotiation experience.
  • Ability to analyze telecom usage, billing trends, and cost structures.
  • Knowledge of telecom services including voice, data, wireless, and network services.
  • Strong project management and process improvement capabilities.
  • Excellent communication skills with the ability to present technical concepts clearly.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage multiple initiatives and competing priorities.
Qualifications
  • Bachelor's degree in IT or a related discipline.
