Job description

Key Responsibilities:

  • Program Management
    • Own end-to-end program management for the capital expansion initiative — from planning through execution, commissioning, and production handoff
    • Define and govern program scope, master schedule, capital budgets (CapEx), deliverables, and risk registers
    • Drive integrated program reviews, milestone gate decisions, and executive reporting across the full program lifecycle
    • Manage interdependencies across facility construction, equipment procurement, process validation, and workforce ramp
  • New Product Introduction
    • Drive NPI programs through prototyping, qualification, and production readiness
    • Support proposal development, statement of work (SOW) definition, and cost estimates for advanced technologies and future products
    • Coordinate with R&D teams to align technical milestones with business objectives and program goals
  • Business Operations & Facility Expansion
    • Own the capital program budget — develop CapEx forecasts, manage actuals vs. plan, and report variances with corrective action plans
    • Apply Earned Value Management (EVM) principles to track program progress and forecast completion with fidelity
    • Partner with finance to ensure capital project spend aligns with accounting and capitalization policies
    • Provide regular program status updates to executive leadership, including schedule, cost, risk, and key decisions
  • Cross-Functional Coordination
    • Serve as the primary program integrator across engineering, manufacturing, quality, supply chain, EH&S, HR, IT, and finance
    • Align operational infrastructure buildout (IT systems, ERP, MES, tooling) with production go-live milestones
    • Lead cross-functional program teams and drive accountability to commitments across all workstreams

Qualifications:

  • Bachelor’s degree in Engineering, Operations, Business, or a related technical field; Master’s degree or PMP certification strongly preferred
  • 7+ years of experience in manufacturing, with 3+ years leading capital programs or large-scale operations expansion initiatives
  • Demonstrated success managing multi-million dollar capital projects from business case through commissioning and production handoff
  • Hands-on experience with Earned Value Management (EVM), integrated master schedules, and capital budget management
  • Deep knowledge of manufacturing scale-up, facility buildout, and production ramp processes in a regulated industry
  • Proven ability to lead and influence large cross-functional teams without direct authority
  • Experience managing general contractors, construction projects, and capital equipment vendors
  • Familiarity with lean manufacturing, Six Sigma, and continuous improvement methodologies
  • Excellent communication, negotiation, and executive-level presentation skills
  • Ability to operate effectively in a fast-paced environment with evolving priorities and resource constraints

Preferred Qualifications:

  • Experience with turbine engine, propulsion, or complex rotating machinery manufacturing
  • Background in greenfield or brownfield facility startups
  • Familiarity with AS9100, NADCAP, ITAR, and aerospace quality management systems
  • Experience integrating MES, ERP (e.g., SAP, Oracle), and shop-floor data systems during production ramp
  • PMP, PgMP, or equivalent program management certification
