Description and Functions

GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking two TMC Seasonal Senior Specialists for the GIS/ITS program in Cheyenne, Wyoming. These positions are a lead for shift operators whose primary function is to communicate safety-related information to the traveling public in order to reduce crashes, closures, and fatalities while improving the efficiency of Wyoming highways.
Cheyenne is steadily growing on the Front Range while still honoring the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne is also home to the "Daddy of 'em All" - Cheyenne Frontier Days - which is held the last week of July.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
  • Provides critical safety information concerning roadways 24 hours per day.
  • Requires a great deal of judgment to draw information from various sensors (weather, speed, visibility, traffic volume, webcams, etc.) as well as from reports of plow operators, maintenance forepersons, and volunteer citizens.
  • Provides technical expertise in the TMC.
  • Assigns duties to shift workers.
  • Review/audit work of shift workers.
  • Maintains organization of the crew during demanding times to ensure optimal efficiency of the TMC.
  • Recommends new/modified policies and procedures, as well as ensures compliance with existing policies and procedures.
  • Acts as an intermediary between employees and departments, and trains new employees.
  • Conducts preparedness training to analyze points of weakness and areas of strength when responding to various public safety issues.
  • Monitors the particular project/program and ensures devices are properly maintained.

Qualifications
PREFERENCES:
Preference will be given to those applicants with experience in a network operation type of environment and must possess leadership skills.
KNOWLEDGE:
  • Knowledge of ITS devices used by WYDOT.
  • Proficiency in using general office software such as Microsoft Office 2008 and more complex/specialized computer programs such as Citrix, Skyline DMS, and IRIS (Intelligent Roadway Information System).
  • The ability to quickly learn additional programs and/or adapt to software updates is essential.
  • Ability to work with the crew and maintain calm communication in order to lead the crew during high-stress times and in life-threatening situations.
  • Ability to be an intermediary between the supervisor and other operators, and assign duties while acting as the shift leader.
  • In-depth knowledge of the highways for the entire state of Wyoming and devices controlled by the TMC.
