We are seeking an experienced Technical Program Manager to lead the Business Integrated Solutions Division (BISD) technical support team, driving the adoption and effective use of business enablement tools such as Microsoft Power Apps and Power Automate. This role combines program leadership, team management, governance, and hands-on technical support to empower business users and ensure scalable, compliant low-code solutions. The ideal candidate is a strong communicator, strategic thinker, and hands-on leader who can manage competing priorities while supporting enterprise-wide initiatives.

Key Responsibilities
  • Lead program intake, prioritization, and resource allocation for Power Platform initiatives.
  • Manage and mentor a team of analysts supporting Power Apps and Power Automate usage.
  • Provide hands-on support by building or troubleshooting simple Canvas Apps and Power Automate flows when required.
  • Drive adoption through training sessions, workshops, and user enablement initiatives.
  • Oversee and manage the Power Platform Community of Practice.
  • Establish governance frameworks, best practices, and lifecycle management processes for low-code solutions.
  • Ensure technical solutions meet security, compliance, and organizational standards.
  • Communicate program updates, risks, and recommendations to senior leadership through presentations and reports.
  • Collaborate with IT, security, and business stakeholders to align solutions with agency goals.
  • Develop and maintain documentation, user guides, and internal knowledge resources.
  • Identify program risks/issues and implement mitigation strategies.
  • Support development and mentoring of analysts in a matrixed organizational structure.
  • Expand support to additional business enablement tools as new technologies are introduced.

Required Qualifications
  • 7+ years of experience in Technical Program Management, Product Ownership, or Enterprise Application Delivery.
  • Proven experience with Microsoft Power Platform (Power Apps, Power Automate).
  • Ability to build or troubleshoot simple Canvas Apps and Power Automate workflows.
  • Strong leadership experience with the ability to manage, mentor, and develop teams.
  • Excellent communication and executive presentation skills.
  • Strong understanding of governance, IT processes, and application lifecycle management.
  • Ability to manage multiple priorities and allocate resources effectively.
  • Experience collaborating with cross-functional teams including IT, security, and business stakeholders.
  • Strong analytical, organizational, and problem-solving skills.
  • Bachelor s degree in Information Technology, Computer Science, Business, or a related field.

Preferred Qualifications
  • Hands-on experience with Power BI and Dataverse.
  • Certifications in Microsoft Power Platform and/or Azure.
  • Experience implementing governance for low-code/no-code platforms.
