Position Title: Contract Specialist (Mid-Level & Senior-Level)

Client: Federal Agency

Clearance: DHS Suitability

Location: Onsite - Washington, D.C.

Work Schedule: 8:00 AM - 5:00 PM

Work Day: Monday - Friday

Position Overview:

Aalis Management Consulting seeks experienced Contract Specialists to perform the full range of pre- and post-award contracting functions in support of critical homeland security and law enforcement missions. Mid-level specialists work with moderate oversight, while senior specialists lead complex acquisitions independently.

Key Duties:

  • Execute cradle-to-grave contract support for various contract types (FFP, Cost-Reimbursement, IDIQ, BPAs).
  • Interpret and apply the FAR, HSAR, and agency policies.
  • Develop acquisition plans, J&As, D&Fs, solicitations, and award documents.
  • Conduct cost/price analysis, evaluate proposals, and manage source selection.
  • Administer contracts, including modifications, options, and closeouts.
  • Utilize PRISM, FPDS, SAM.gov, and the Microsoft Office suite.
  • Handle procurement-sensitive and law enforcement-sensitive information with strict OPSEC.
  • Provide expertise on GWACs, Federal Supply Schedules, and DHS vehicles.

Mandatory Qualifications:

  • Must have aBachelor's degree from an accredited college or university in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In lieu of a Bachelor's degree, the Government will accept seven years of experience.
  • Must have aminimum of 5 – 10 years of documented federal contracting experience.
  • Proven skill in applying the FAR, specifically Parts 8, 12, 13, 15, & 16.
  • Proficiency with PRISM (or similar), FPDS, SAM.gov, and MS Office.
  • Excellent communication, analytical, and organizational abilities.

Mid-Level Distinction:

  • Experience in independently routing acquisition packages.
  • Foundational experience in cost analysis and supporting negotiations.

Senior-Level Distinction:

  • Proven track record in independently managing complex, high-value acquisitions.
  • Extensive experience with competitive range documentation and source selection.
  • Experience responding to protests and mentoring junior staff.

Preferred Qualifications:

  • Experience with law enforcement or national security procurements.
  • Experience with services or IT hardware/software contracts.
  • Professional certification (e.g., CFCM, CCCM, FAC-C, DAWIA), nice to have.
