Acquisition Support Services, NIH Office of Acquisition & Logistics Management (OALM)

Contingent upon award of GSA MAS RFQ 7571PS26Q00066 | Location: Bethesda / Rockville, MD (On-site; some telework may be approved) | Anticipated Start: August 18, 2026

Mid-Level Acquisition Specialist 

Description 

GD Resources is hiring Mid-Level Acquisition Specialists to support Government across pre-award and post-award acquisition activities, working closely with Contracting Officers, CORs, and program offices. 

Responsibilities 

  • Interpret and apply FAR/HHSAR to a variety of procurement actions 

  • Support development of procurement request packages and acquisition lifecycle documentation 

  • Monitor acquisition performance metrics, including PALT 

  • Assist in preparing acquisition strategies, SOWs/PWS, IGCEs, and source selection documentation 

  • Support source selection activities and maintain proper procurement records 

  • Provide contract administration support, including invoice review and file maintenance 

  • Support FOIA responses involving procurement-sensitive information 

Required Qualifications 

  • Minimum 5 years of progressively responsible Federal acquisition experience 

  • Bachelor's degree or higher from an accredited institution (in lieu of a degree, 10 years of directly relevant federal acquisition experience will be accepted) 

  • Working knowledge of FAR and HHSAR 

  • Experience with automated acquisition/contract writing systems 

  • Strong analytical and communication skills 

Preferred Qualifications 

  • Experience supporting NIH or HHS acquisition organizations 

  • Experience preparing acquisition documentation using NIH acquisition systems (PRISM, NBS, IPPS, MERLIN)
