Job description

Nakupunaย Services is seekingย multiple Database Sustainment Specialists to support the DMLSS-FM Databases throughout CONUS Military Treatment Facilities.ย The Database Sustainment Specialist (DSS)ย willย beย locatedย withinย and support theirย respective site.ย Theย DSS shallย participateย with government personnel Facility Management Team meetings, as necessary. New DSS must receive initial comprehensive DMLSS classroom trainingย designatedย by the DMLSS Training Manager. DSS specialists must take web-based training and any available DCO training provided by the Government to include BUILDER. Each DSS must be prepared to travel to remote locations that are directly supported by their respective DMLSS servers. This position is anย on-site position.ย 


The following reflects managementโ€™s definition of essential functions for this position but does not restrict tasks that may be assigned.ย 

Create,ย Maintainย and Update DMLSS-FM Inventoriesย ย 

  • Create,ย maintainย and update the DMLSS facility management database inventories of facilities, rooms, and Facility System Inventory (FSI)/real property installed equipment (RPIE) using DMLSS-FM system modules:ย Facilityย Inventory,ย Roomย Inventory,ย andย Facilityย Systemsย Inventoryย basedย onย informationย fromย the Facility Manager orย designee.ย 
  • Create,ย maintainย and update the facility inventory through the population of all data fields on the Physical Description, Organization, Functions, Key Events/Review, Permits, Real Property Asset, Asset Allocation, Asset Configuration and Funding tabs. Of primary concern is the completion of the Real Property Asset, Asset Allocation, Asset Configuration and Funding tabs. Entries on these tabs must be coordinated with theย DHAย Real Property Manager. Data will be reviewed and approved by the Facility Manager orย designeeย for accuracy prior toย entry.ย 
  • Create,ย maintainย and update the room inventory through the population of all data fields on the Detail, Data and Space tabs. Ensure all rooms are accurately represented with a MEPRS, Department, Service DMISID, SEPS Room Code and Type, housekeeping cleaning requirements and other fields that pertain to the room record on the Detail tab through coordination with the Facility Management staff, DMLSS System Administrator, Environmental Services and Resource Management personnel. Data will be reviewed and approvedย byย theย Facilityย Managerย orย designeeย forย accuracyย priorย toย entry.ย 
  • Create,ย maintainย and update the FSI/RPIE inventory through the population of the data fields on the Classification, Features, Condition, Manufacturer, Warranty, and Parts tabs via a validation survey with Operationย andย Maintenanceย personnel.ย Surveysย shouldย beย scheduledย soย thatย allย inventoryย itemsย areย surveyed everyย 5ย yearsย inย theย eventย the O&Mย contractorย isย notย requiredย toย survey.ย Provideย qualityย assuranceย onย O&M surveyedย orย maintainedย FSI/RPIEย andย provideย recommendationย orย non-complianceย perย DHAย guidance to facility management staff andย DHA POCย for review. Data will be reviewed and approved by the Facility Managerย orย designeeย forย accuracyย priorย toย entry.ย Thisย requirementย willย onlyย beย providedย ifย the Operationsย &ย Maintenanceย contractorย isย notย providingย thisย service.ย 
  • Validate that the Cost and History tabs are being updated by proper completion of Unscheduled/Demand Work Requests and PM Scheduled Work Requests. Historical cost data on the individual RPIE items isย requiredย to support facility life cycle management (FLCM)ย utilizingย the DMLSS-FM Facility System Inventoryย andย Workย Requestย modulesย asย providedย byย theย Facilityย Managerย orย designee.ย 
  • Inactivateย allย outdatedย recordsย uponย theย approvalย ofย Facilityย Managerย orย designee.ย 
  • Perform 100% Room Inventoryย in accordance withย DHAย tasker. This includes validation of allย DHAย sustained real property to ensureย accuracy.ย Coordinate and accurately define DMLSS Room Inventory fields with MTF Coders (MEPRS), DMLSS System Administrators (Org Tree), Environmental Services (Housekeeping), and CAD support team to ensure quality and accuracy of data applied in DMLSS reflects accurately.ย 

Maintain DMLSS-FM Requirement Managementย Moduleย 

  • Provide support on all active facility requirements in the DMLSS-FM Requirement Management module based on government provided information fromย DHA facility management staff, Facility Manager,ย orย designee.ย 
  • Provideย supportย onย annuallyย updatingย DHA mandated fieldsย forย allย requirementsย basedย onย government providedย informationย fromย DHAย facilityย managementย staff,ย requestedย byย theย Facilityย Manager,ย and/orย designee.ย 
  • Provide support on annually associating requirements for critical systems and other requirements toย appropriateย requirementย packages orย projects based on government provided information fromย DHAย facilityย managementย staff,ย requestedย byย theย Facilityย Manager,ย and/orย designee.ย 
  • Provide support on entering and updating information received from the BUILDER Annualย Work Plans based on government provided information fromย DHAย facilityย managementย staff, BUILDER staff,ย requestedย byย theย Facilityย Manager,ย and/orย designee.ย 
  • Provideย supportย onย allย toย DHAย dataย callsย viaย MTFย facilityย managementย staff.ย 
  • Maintain DMLSS-FM Project Managementย Moduleย 
  • Provideย supportย onย maintainingย andย updatingย recordsย ofย allย activeย facilityย projectsย inย theย DMLSS-FMย Project Management module based on government provided information fromย DHAย facilityย managementย staff,ย requestedย byย theย Facilityย Manager,ย and/orย designee.ย 
  • Provide support on populating all data elements within the project management module to include tracking financialย progressย ofย allย designย andย constructionย contractย dataย fieldsย andย associatingย documentationย inย support of active awarded projects to include contract modifications/change orders as provided byย DHA,ย the Facility Managerย and/orย designee.ย 
  • Provide support onย maintainingย a Project Management Journal for each active project with records of meetings,ย decisions, phone calls, etc. based on government provided information from the facility managementย staff.ย 
  • Provide support on inactivating all outdated project records upon the approval of Facility Manager or designee.ย 
  • Provide support toย DHAย andย alย project data calls withย directionย from the MTF facility managementย staff.ย 

Support Drawingย Managementย 

  • Upload DMLSS/Drawbaseย compatible drawings to reflect newly renovated, restored, or modified areas on the DMLSS server within 10 business days of drawing receipt.ย 
  • Ensureย mostย recentย Computerย Aidedย Designย (CAD)ย /ย Drawbaseย DMLSSย compatibleย drawingsย areย properlyย storedย on theย DMLSSย serverย andย accessibleย atย allย timesย toย otherย DMLSS-FMย usersย andย customers.ย 
  • Perform the following tasks using theย Drawbaseย CAD software, which is integratedย intoย theย DMLSS-FMย system:ย Viewย drawings,ย zoomย in/out,ย turnย on/offย layers,ย print,ย copyย portions of drawing to PowerPoint or Microsoftย Word.ย 
  • Maintain a list of work requests and projects that result in any changes to facility layout (walls, doors, casework, sinks, equipment, etc.) and sketch (โ€œredlineโ€) changes on an existing hard (paper) copy of drawings. At least once per quarter, provide list of changes to the facility management staff and environmental services staff for theirย reviews.ย 
  • Support and attend Facility Space Utilization Board (FUB/Space Committee). Provide input and space changesย identifiedย during mandatory room assessments. Document all minutes and approved changes.ย 

Support Regulatory Compliance/The Joint Commissionย 

  • Supportย Regulatoryย Compliance/Theย Jointย Commissionย (RC/TJC)ย Program.ย 
  • Provide support to administer the DMLSS RC/TJC module to include the entry of governmentย furnishedย RC/TJC procedures and documents, RC/TJC recurring inspection requirements and associated documents (fire drills. disaster drills, generator testing, safety training, etc.) using the DMLSS-FM RC/TJC module within the DMLSSย system.ย 
  • Ensure dates of corrective activities areย monitoredย monthly with FM management staff and are notified of expiring correctiveย action.ย 
  • Ensureย Lifeย Safetyย workย requestsย andย projectsย areย properlyย classifiedย asย โ€œLifeย Safetyโ€ย soย theyย willย appearย on theย DMLSS-FMย versionย ofย theย Statementย ofย Conditionsย (SOC).ย Generateย theย SOCย reportย inย Businessย Objects when requested by the Facility Manager and/or Safetyย Officer.ย 
  • Support and attend Environment or Care (EOC) tours and document EOC minutes.

Support Work Request, Preventive Maintenance, and Real Property Installed Equipmentย 

  • Supportย ofย Operations & Maintenance requirements that do not require an operations and maintenance contract.ย ย The contractor will support and implement DHA in-house operations and maintenance business process. Each DSS Specialist shallย participateย withย government personnel Facility Management Team meetings, as necessary.ย 

Create,ย Maintainย and Update DMLSS-FM Inventories with no O&Mย supportย 

  • In support of operation and maintenance business processes for facility management operations, perform workย managementย supportย serviceย thatย enablesย trackingย workย performedย withinย theย facilities,ย bothย preventive maintenanceย (scheduled),ย andย repairย (unscheduled),ย usingย theย DMLSS-FMย Workย Requestย module.ย 
  • Provideย workย requestย informationย toย facilityย managementย staffย forย identificationย ofย trends.ย 
  • Provide work request information in DMLSS-FM in sufficient detail that will provide the facility managementย operationsย accurate,ย dependable,ย andย actionableย informationย representingย facilityย operatingย and maintenance cost for the facilities in support of maintenance action planning or other facility management initiatives.ย 
  • Based on information from facility management operations, create, update and closeout work requests for specificย workย classificationsย asย identifiedย byย theย Facilityย Managerย orย designee.ย 
  • This requirement will only be provided if the Operations & Maintenance contractorย is not providingย thisย service.ย 

Maintain Preventive Maintenanceย Programย 

  • Createย andย maintainย maintenanceย procedureย andย preventiveย maintenanceย scheduleย recordsย usingย theย DMLSS- FM Preventive Maintenance Schedule and Maintenance Procedures modules based on information from the facilityย managementย staffย and/orย MTFย maintenanceย organization.ย 
  • Coordinateย andย administerย completionย closeoutย processย ofย monthlyย allย maintenanceย workย requests.ย 
  • This requirement will only be provided if the Operations & Maintenance contractorย is not providingย thisย service.ย 

On-Site Operations and Maintenance Supportย 

  • The DMLSS Sustainment Specialist (DSS) will not be responsible for Operations & Maintenance requirements that overlap with contract requirements written in this task order unless directed by DHA.ย ย The contractor will provide quality assurance support and analysis to all the Health Commands, Facility Management staff, and O&Mย contractor, as required by DHA. DMLSS modules DMLSS Sustainment Specialist (DSS) will not manageย are:ย 
    • Real Property Installedย Equipmentย 
    • Maintenanceย Proceduresย 
    • Preventiveย Maintenanceย 
    • Work requestย Moduleย 

Support Miscellaneous DMLSS-FMย Functionsย 

  • Directoryย module:ย Maintainย accurateย contactย informationย onย allย organizationsย andย personnelย whoย supportย the medical facility, i.e., contractors, manufacturers, vendors, DOD agencies, regulatory agencies, etc.,ย utilizingย theย Directoryย moduleย ofย theย DMLSS-FMย systemย asย providedย byย theย Facilityย Managerย orย designee.ย 
  • System Services, Records Management module: Based on information provided by the Government, ensure identified records are setย inactive.ย 
  • System Services, Userย Rolesย and Privileges: Coordinate with local DMLSS System Administrator to ensure roles and privileges for DMLSS-FM users are customized to each userโ€™s specific job responsibilities and to ensureย onlyย FMย staffย orย otherย authorizedย personnelย haveย accessย toย DMLSS-FM.ย 
  • Provide training to facility management customers and MTF staff on the use of the DMLSS-FM Customer Support Work Request system that supports the electronic submission of work requests to Facility Management, where the Customer Support module is implemented as part of the facility management businessย process.ย 
  • Provide desk-side overview of the DMLSS-FM systemย toย facility management and medicalย logisticsย personnel as requested by the Facilityย Manager.ย 
  • Ensureย continuousย DMLSS-FMย implementationย exceptย forย utilityย orย ITย issuesย outsideย theย DSSย control.ย 

DSS Deliverablesย 

  • Submit a Monthly Assessment Report to the FM and AOR Manager.
  • Submit reports to support workload and performance reporting as required.ย 
  • Perform travel to complete room inventory as required.ย 

Qualifications and Education Requirements:ย 

  • Strong working knowledge of Microsoft Office products withย proficiencyย in Word, Excel, and Outlookย 
  • Possess excellent communication skills, both verbal and nonverbalย 
  • Exceptional attention to detail, time management, and organizational skillsย 
  • Must be able toย demonstrateย effective decision-making abilitiesย

  • DMLSS experience is desirable but not mandatory; Training will be providedย

Education:ย Level I (Minimum Requirement):ย 

  • High School Diplomaย requiredย ย 

Preferred:ย 

  • Associateโ€™s orย Bachelorโ€™sย degree in Facilities Management, Business Administration, Information Systems, Construction Management, or related field.ย 
  • Experience may be substituted for formal education.ย 

Location:ย This position is on-site at a designated Military Treatment Facility (MTF) within the Continental United States. Telework is not authorized for this position.ย
