Job Description:

L3Harris Fuzing and Ordnance Systems, located in Cincinnati, OH is the established leader in Fuze, Ignition Safety Device, and Height of Burst Sensor development and manufacturing for DoD weapon systems. We are seeking a Sr. Manager, Program Management, that will be responsible for a collection of Development programs. The Sr. Manager, Program Management will assist Program Management staff in assuring readiness for program award and execution and ensure positive program performance. They will provide leadership and management guidelines for all assigned team members, demonstrate continuous effort to improve operations, decrease cycle times and streamline work processes. The Sr. Manager, Program Management, must work cooperatively and jointly to provide seamless customer service.

This position will have profit and loss responsibility for the entire Development Program Portfolio and overall authority to lead a direct team of Program Managers that support Development Programs. The Sr. Manager, Program Management, will typically spend their time; 50% on developing proposals for new business, building new business relationships and supporting IRAD, 15% supporting and mentoring team members, 15% on personal and organizational improvement and growth, 10% on site strategy and 10% on business and financial metrics. Essential Functions:

  • Responsiblefor managing the cost, schedule, technical, and contractual performancerequirements of a collection of complex technical programs through thelife-cycle phases of development, transition to production. This includes utilizing Earned Value Management, maintaining integratedmaster schedules, managing development to a technical baseline,and maintains an active and proactive risk management program. Responsiblefor budget management and financial execution of the assigned programs.
  • Responsiblefor managing a collaborative work environment with the customer to achievebusiness objectives.
  • Workswith customers and internal program leadership to determine needs,requirements, and new business opportunities, and then directs thepreparation of proposals, business plans, proposal work statements and specifications to meet those needs.
  • Workwith functional leadership to ensure that all resources such asengineering, manpower, production, and facilities are available to supportthe programs assigned.
  • Solveshighly complex problems with significant business impact.
  • Interactsinternally with management and customers on significant business matters.
  • Works closely with Engineering to drive development program execution and works closely with Business Development on streamlining the proposal process and growing the fuzing business.
  • Lead partnering opportunities with Missile Propulsion Sector.
  • Support and lead SGA initiatives, as needed.
  • Actively support strategic growth, site strategy development and execution.
  • Must be able to obtain Secret clearance within the first six months of employment.

Qualifications:

  • Bachelor's Degree with a minimum of 12 years of related experience in Program/Project management. Graduate Degree with a minimum of 10 years of prior related experience in Program/Project management. In lieu of a degree, minimum of 16 years of prior related experience.
  • 10+years of program management experience including all phases of programexecution (pursuit and offer leadership, contractual negotiations,start-up, execution, and close-out)
  • Demonstratedcapability to lead teams in successfully achieving defined Customer andCompany program objectives within cost, schedule, and contractual constraints.
  • Experiencedin organizing and leading Engineering, contractual, financial, Operations,and other cross functional areas to provide total Program life-cycle management.
  • Demonstrated experience with the implementation and execution using Earned Value Management Systems (EVMS) and employment ofapplicable metrics.
  • Demonstrated experience effectively managing risk and opportunities with projects or programs, including cost, quality, and schedule.

Preferred Additional Skills:

  • An Active DOW Secret Security Clearance
  • Objective thinker, problem solver with ability to execute challenging tasks to completion.
  • Experienced managing DOW programs.
  • Collaborationwith other Program Managers, Business Development Managers, Operations, Supply Chain,and Engineering functions.
  • Abilityto develop broad, cooperative relationships with numerous groups andindividuals, even when having no direct authority over them.
  • PMP Certification or equivalent desirable.
