Job Summary
The Director of Plant Operation’s primary purpose is to supervise, coordinate, and perform the activities of the Maintenance Department (Plant Operations) to ensure the facility is maintained in good repair and all systems follow applicable safety and fire regulations and federal, state, and local building codes to ensure a safe, comfortable environment.

Residents Rights
Knows and respects patients’ rights.

Safety and Sanitation
Follows established safety policies and procedures.
Observes safety needs of patients as indicated in care plan.
Wears and/or uses safety equipment and supplies when indicated and properly trained to use.
Demonstrates job-specific knowledge of fire and disaster preparedness during drills or actual situations.
Supervises safety and fire protection and prevention programs by inspecting work areas and equipment routinely.
Ensures that maintenance personnel follow established safety regulations in the use of equipment and supplies.
Ensures that all personnel wear and/or use safety equipment and supplies (e.g., back brace, mechanical lifts, etc.) when lifting or moving heavy objects.
Ensures that supplies, equipment, etc., are maintained to provide a safe and comfortable environment.
Promptly reports equipment or facility damage to the Executive Director.
Takes broken equipment out of service. Implements and oversees the lockout/tagout program.
Assumes the responsibility for obtaining/maintaining material safety data sheets (SDSs) for hazardous chemicals in the department.
Ensures that containers of hazardous chemicals in the department are properly labeled and stored.
Ensures that all plant operations personnel are trained to use labels and SDSs to recognize hazards and to follow appropriate protective measures.
Staff Development
Attends, provides, and participates in scheduled in-service training, educational classes, and meetings.
Attends orientation and provides training regarding the facility safety plan, fire safety, and emergency preparedness. In collaboration with Staff Competency, HR, and the ED, ensures that employees are adequately oriented and trained to perform their duties.
Completes assigned Relias training.
Director of Plant Operations Responsibilities
Plans, develops, organizes, implements, evaluates, and directs the Plant Operations department, its programs, and activities.
Assumes the administrative authority, responsibility, and accountability of directing the Plant Operations Department.
Maintains the care and use of supplies, equipment, etc., and maintains the appearance of maintenance areas; Performs regular inspections of resident rooms/units for order, safety, and proper performance of equipment.
Performs regular, scheduled safety inspections. Performs weekly walk-through inspections of high-risk areas.
Inspects storage rooms, workrooms, utility closets, etc., for upkeep and supply control.
Follows all prescribed life safety and preventative maintenance tasks as required for federal, state, local, and corporate compliance.
Prepares a monthly schedule, based on calendar days, for performance of preventive maintenance, striving to allot part of each day to these duties.
Develops facility profile and physical plant history by maintaining complete documentation of all maintenance activities including accurate records of all replacement parts and materials used.
Maintains required logs/documentation on following in accordance with the Life Safety Manual and OSHA compliance including, but not limited to: fire alarm test reports, smoke/heat detectors, sprinkler inspections, emergency generator logs, range hood suppression systems, fire extinguishers, hood and duct cleaning, door locking devices, water temperatures, water hardness, fire and smoke wall dampers, fire and smoke doors, fire drills, disaster drills, door alarm drills, flame spread certification, boiler vessel certification, elevator certification, facility service contracts, medical waste manifests, confined space documentation, survey documentation, material safety data sheets, lock out/tag out program.
Performs all routine maintenance and repair work as required, but not limited to:
Performs daily rounds through entire facility and uses acquired information to assist in establishing work priority.
Picks up work order requests daily and establishes work priority. Work orders are tracked either electronically or via paper tools.
Maintains electrical and mechanical equipment in good working order; Adjusts functional parts of devices and control instruments, lubricates, and cleans parts, as needed. Cleans/changes filters as required based on environment of facility.
Lubricates bedside commodes/restroom chairs, wheelchairs, shower chairs, wheeled Geri-chairs, drug carts, etc.; Repairs outdoor chairs and benches; Reports serious failures and problems to Executive Director.
Investigates causes of wall/door/frame damage, which might be contributed to protruding bolts or etc. on carts, dollies, or chairs and repair problems.
Checks light bulbs and exit lights, room temperatures, circuit breakers, temperature in all cooler and freezers, and nurse call system and makes all necessary adjustments and repairs.
Cleans lint, dust, and dirt from dryers, vents, and heat registers; Cleans condenser coils in refrigeration units; Hoses out garbage cans; Washes windows and screens outside the building; Cleans ice machines.
Keeps grounds cleared of debris; Collects and disposes of leaves and refuse in keeping with local code.
Performs roof maintenance including removal of leaves and debris from roof, gutters and drain. Ensures roof drains remain clear and unobstructed.
Checks toilet seats and grab rails for security and proper functioning, Checks windows for presence of screens and glass.
Ensures proper functioning of power generator, time clock, exhaust fans, water fountains, toilets, and drains; balances scales and checks operation of elevators, if applicable.
Conducts fire drills; Checks all fire extinguishers for correct tags, position, charges, and storage; Tests all smoke detectors and checks operation of and lubricates fire doors.
Implements safety program’s Lockout/Tagout program and ensures use by all staff and outside contractors.
Identifies and recommends independent contractors for repairs or maintenance work which is beyond the capabilities or certification of facility staff; Requests and obtains direction from the Plant Operations Consultant for any new contractors used.
Follows corporate policy and procedure regarding approvals for any work at the facility.
Reviews all maintenance related invoices for accuracy and reports any discrepancies to the Business Office Manager, Executive Director, or Plant Operations Consultant.
Ensures all work follows corporate interior design standards.
Provides 24-hour “on call” service to the nursing facility in case of emergency.
Groundskeeping Responsibilities
Removes snow and clears ice from sidewalks and walkways.
Supervisory/People Management Responsibilities
Staffs the department with capable people. Ensures that the Plant Operations Consultant is involved in the hiring of any new maintenance staff.
Assists in planning, coordinating, and conducting continuing education programs and special in-service training sessions relevant to the needs of department personnel. Ensures attendance and participation in scheduled in-service programs by staff.
Assists in educating safety and wellness committee members of current and potential safety issues.
Coordinates and assists in fire and disaster drills.
Reviews employee performance annually and makes recommendations for pay increases, promotions or performance improvement plans as deemed appropriate.
Establishes and maintains effective two-way communication to understand the needs and concerns of employees.
Receives, investigates, and responds to employee complaints.
Administrative Responsibilities
Participates in the Quality Assurance, Emergency Preparedness, and Safety Program processes.
Serves as the Safety Coordinator for the Safety Committee. Assists in coordinating and chairing safety committee meetings. Ensures a reasonable backup is established for meetings so that monthly meetings are not missed.
Coordinates Emergency Preparedness efforts in conjunction with the Executive Director and Director of Health Services.
Coordinates maintenance services and activities with other related departments (i.e., Dietary, Nursing, Activities, etc.).
Participates in developing and updating location-specific procedures.
Attends and participates in staff meetings, department head meetings, and other facility meetings and sits on required committees.
Participates in department budget planning and supplies monthly report to Executive Director.
Makes written oral reports/recommendations to the Executive Director as necessary/required concerning the operation of the department.
Participates in facility surveys (inspections) made by authorized government agencies as necessary or as may be directed.
Assists in preparing staff for federal, state, and local government inspections.
Interprets the department’s policies and procedures to employees, residents, visitors, government agencies, etc.
Reviews and develop a plan of correction for maintenance deficiencies noted during survey inspections and provide a written copy of such to the Executive Director.
Performs any miscellaneous work assignments as may be required.
Education/Qualifications
Minimum of a High School Diploma or GED. Associates degree preferred.
Knowledge of boilers, compressors, generators, etc. as well as various mechanical, electrical, and plumbing systems desired.
Must be able to read, write, speak, and understand the English language.
Must possess the ability to make independent decisions when circumstances warrant such action.
Must possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel, and the public.
Must be knowledgeable of maintenance practices and procedures, as well as the laws, regulations and guidelines governing maintenance functions in nursing care facilities.
Must possess leadership ability and willingness to work harmoniously with and supervise other personnel.
Must have the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies, procedures, etc., of the Maintenance Department.

Experience
3 years of experience in a maintenance/plant related position.
