Overview
Na Ali'i is seeking a Learning & Workforce Capability Manager to lead the company's enterprise learning strategy, workforce development programs, and capability-building initiatives.. This role will shape how employees develop critical leadership, technical, operational, and AI-enabled skills needed to support business growth, customer success, and organizational readiness. The successful candidate will drive enterprise learning programs, modernize workforce development practices, and foster a culture of continuous learning across the company.
This position serves as the enterprise lead for learning and workforce development initiatives across all business functions and oversees the organization's training investments, and workforce capability programs.
The Learning & Workforce Capability Manager will partner with Nakupuna's Shared Services, business leaders, and subject matter experts to ensure employees have the skills and knowledge needed to support business objectives and contract requirements. This role will oversee learning technologies, training governance, workforce capability initiatives, and enterprise training investments while supervising a Training Specialist.
Responsibilities

Enterprise Learning Strategy & Governance
  • Develop and execute an enterprise learning strategy aligned with business goals, workforce needs, and contract requirements
  • Maintain the company's training roadmap and coordinate learning initiatives across PMO, HR, IT, Security, Compliance, Operations, and service delivery
  • Partner with leadership to identify critical skill gaps and development priorities and implement scalable development solutions
  • Manage training budgets, vendor relationships, and learning resources to maximize effectiveness and cost efficiency
  • Oversee and evolve Nakupuna University as the company's central learning platform

Leadership Development & Workforce Capability
  • Lead leadership development programs for people managers, emerging leaders, and senior leaders
  • Support employee development through technical, professional, and role-based learning programs
  • Develop initiatives that strengthen adaptability, critical thinking, decision-making, and human-AI collaboration
  • Partner with business leaders to identify future skill requirements and workforce development priorities

AI Enablement & Learning Technology
  • Lead enterprise AI upskilling initiatives and promote responsible adoption of AI tools across the workforce
  • Develop AI literacy programs focused on practical application, prompt engineering, validation, and ethical use
  • Establish governance and best practices for AI-enabled learning and workforce development
  • Oversee Cornerstone LMS and related learning technologies to ensure an effective learner experience
  • Integrate learning resources with collaboration, knowledge management, and productivity platforms

Training Effectiveness & Compliance
  • Ensure effective delivery of compliance, security, systems, and contract-specific training requirements
  • Conduct training needs assessments and evaluate program effectiveness
  • Establish metrics and dashboards to measure participation, capability growth, workforce readiness, and return on investment
  • Use data and analytics to continuously improve learning outcomes and training efficiency

Leadership & Collaboration
  • Supervise and develop the Training Specialist
  • Drive adoption of learning programs, technologies, and continuous learning practices across the organization
  • Serve as a strategic advisor to leadership on workforce development, capability planning, and organizational readiness

Work Environment / Travel
  • This position requires occasional travel to support training initiatives, leadership sessions, and company meetings

Qualifications
Education/Experience:
  • Bachelor's degree in Human Resources, Education, Business, or a related field (Master's degree preferred)
  • 8-10+ years of experience in learning and development, with demonstrated success in modernizing training functions
  • Experience implementing AI-enabled tools or digital transformation initiatives in L&D
  • Experience leading organizational learning or workforce capability transformation initiatives preferred
  • Experience in government contracting or highly regulated environments preferred
  • Experience with Cornerstone LMS and LinkedIn Learning platforms

Skills/Qualifications:
  • Expertise in learning strategy, instructional design, and performance enablement
  • Understanding of AI applications in learning, including generative AI and adaptive learning systems
  • Ability to translate business needs into scalable capability-building solutions
  • Data-driven mindset with experience in learning analytics and ROI measurement
  • Strong leadership, organizational, and decision-making skills
  • Excellent verbal and written communication skills
  • Proficiency in Microsoft Office Suite and knowledge management systems

Preferred Qualifications:
  • Experience building skills taxonomies, workforce capability models, and AI governance frameworks
  • Experience integrating learning into digital workflows and enterprise tools
  • Certification in project management, instructional design, or learning technologies
  • Familiarity with government contracting compliance training requirements
