iQuasar LLC has an exciting opportunity for a Lead Web Content Developer to join our growing team.  The individual will be responsible for technical aspects of websites, including site performance, capacity, accessibility, and execution of contract requirements, while overseeing organizational management and technical staff. The position requires substantial federal website development experience and deep experience across .NET, Drupal, Appian, SharePoint, and DB2 integrations.

We are seeking a Lead Web Content Developer for a contract position. 
  • Position: Lead Web Content Developer 
  • Position Type: Full-time-Remote
Role Specific Duties/ Role Responsibilities:
  • Lead technical execution for agency Internet and Intranet website support and modernization activities.
  • Oversee technical aspects of agency websites, including performance, capacity, responsiveness, and ability to support expected traffic.
  • Provide hands-on full-stack technical leadership across Drupal and .NET-based web environments.
  • Lead and coordinate integration work involving Appian, SharePoint, and IBM DB2.
  • Oversee organizational management and technical staff supporting contract requirements.
  • Serve as the responsible technical lead for Section 508 compliance of Internet and Intranet postings.
  • Develop and maintain accessible federal websites using appropriate Section 508 knowledge and practices.
  • Apply project-management concepts based on Agile, Lean, and Scaled Agile Framework (SAFe) principles.
  • Support WHD's broader web modernization objectives, including maintenance and modernization of public-facing and internal applications.
  • Support integration of web applications with enterprise platforms, databases, APIs, cloud environments, and other government systems as applicable.
  • Coordinate effectively in an integrated environment involving stakeholders, federal technical personnel, and other contractor teams.
  • Support development and modernization practices consistent with federal cybersecurity, privacy, accessibility, and enterprise architecture requirements.
Required Qualifications:
  • 10+ years of professional experience.
  • Minimum 10 years of .NET experience.
  • At least 5+ years of Drupal experience.
  • Hands-on full-stack development experience.
  • Demonstrated experience functioning as a team lead.
  • Hands-on experience working with Appian integration.
  • Hands-on experience working with SharePoint integration.
  • Hands-on experience working with DB2 database integration.
  • Experience with website design and creation in the federal government.
  • 10+ years of experience in the federal sector. 
  • Working knowledge of Section 508 and skills sufficient to develop and maintain accessible federal websites
  • Bachelor's degree in Business, Computer Science, Engineering, or a directly related field. 
  • Ability to meet personnel security requirements, including NACI or greater and DOL onboarding approval before beginning work.
Preferred Qualifications:
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant.
  • Direct experience supporting DOL, WHD, or DOL OCIO environments
  • Experience modernizing federal legacy web applications from .NET to Drupal.
  • Experience supporting large-scale public-facing Drupal environments with meaningful performance and capacity requirements.
  • Experience integrating Drupal with federal case-management, workflow, or BPM platforms.
  • Experience with AWS/cloud environments in conjunction with Drupal and enterprise integrations.
  • Experience implementing DevSecOps and CI/CD practices for federal web applications.
  • Experience with federal UX/Human-Centered Design and U.S. Web Design Standards.
  • Experience supporting federal Authority to Operate (ATO) processes and security compliance.
  • Experience operating in multi-contractor federal development environments.
  • Experience supporting mission-critical applications through concurrent O&M and modernization.
