Job description

Bestica is hiring for a Knowledge Management Specialist to provide their services at Wright Patterson Air Force Base located in Dayton, OH.

Description of Services: The shall provide knowledge management specialist expertise to the 711 HPW Assistant Records Manager (ARM). The ARM is responsible for performing analysis and using systematic, disciplined, and quantifiable approaches to manage projects related to knowledge management. The ARM determines how best to accomplish knowledge management objectives, develops and evaluates alternatives, delivers presentations of results, and monitors in-house activities. Additionally, the ARM assesses the organizations of the 711 HPW to determine long range knowledge management requirements and plans, develops, directs, trains, and administers policies and procedures to implement and manage the Records Management Program, Privacy Act Program, and Freedom of Information Act (FOIA) programs. The ARM also serves as the  711 HPW Publications and Forms manager.

  • The employee shall possess a Bachelor’s degree with at least two (2) years, or an Associate’s degree with at least four (4) years, of demonstrated experience with the following: 
  • Understanding of federal law, and DoD/DoW guidelines regarding information lifecycle management and statutory public disclosures.
  • Proficiency in managing Freedom of Information Act (FOIA) requests.
  • Ability to safeguard Personally Identifiable Information (PII), provide guidance on breach reporting protocols, and protect Controlled Unclassified Information (CUI) and mission-critical data from unauthorized disclosure.
  • Proficiency in the lifecycle management of official publications, operating instructions, and standardized forms, including all creation and revision processes.
  • The employee shall possess at least two (2) years demonstrated experience developing and writing official documentation and briefings for higher level leadership and oral/written communication skills. 
  • The employee shall possess demonstrated experience with Microsoft products to include but are not limited to Microsoft 365, MS Excel, MS Outlook, MS Word, MS Teams, MS PowerPoint, OneNote, and SharePoint workflows.
  • The employee shall have a signed Non-Disclosure Agreement (NDA) in place  based on the potential access to confidential, proprietary, and/or sensitive information.  The NDA  shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications:

  • Demonstrated experience developing technical documentation, Staff Summary Sheets (SSS), and executive-level briefings, specifically utilizing Air Force Handbook 33-337 (The Tongue and Quill).
  • Demonstrated experience managing records within the Air Force Records Information Management System (AFRIMS) and processing FOIA requests via standard DoD/Air Force eFOIA portals.
  • Certified Knowledge Manager (CKM) certification or a Project Management Professional (PMP) certification (CKM preferred).
  • Demonstrated experience applying Air Force Research Laboratory (AFRL) directives regarding information lifecycle management and statutory public disclosures.

Tasks and Responsibilities:

  • The employee shall manage the Wing FOIA program in accordance with DAF and AFRL regulations.
  • Receive, log, and disseminate incoming FOIA requests.
  • Maintain currency of all Wing FOIA processes and standard operating procedures.
  • Maintain accurate, up-to-date FOIA tracking logs.
  • Serve as the primary liaison with the Wing POC, the AFRL FOIA Manager, and the Base FOIA Office.
  • Provide training and administrative support to FOIA POCs regarding request requirements.
  • Route final redacted response packages to the designated Government official for review and approval, submit approved packages to the Base FOIA Officer.
  • File completed cases in accordance with established records disposition schedules
  • The employee shall manage the Wing Privacy Act (PA) program in accordance with DoD and DAF privacy regulations. 
  • Monitor, report, and support the mitigation of Personally Identifiable Information (PII) breaches and incidents.
  • Maintain the currency of all Wing PA processes, standard operating procedures, and PA tracking logs.
  • Process and track submitted PA record requests.
  • Draft, review, and maintain the currency of all required privacy documentation, to include Privacy Impact Assessments (PIAs), Social Security Number (SSN)
  • Justification Memos, PII Confidentiality Impact Levels (PCILs), and System of Records Notices (SORNs) to ensure continuous IT and administrative compliance.
  • The employee shall coordinate records management protocols utilizing Content Server/Livelink. Ensures all electronic records and associated metadata are accurately tagged, securely stored, and highly searchable in accordance with AFRL electronic records standards.
  • The employee shall serve as a point of contact, alongside the ARM, for Staff Assistance Visits (SAVs) and Inspector General (IG) evaluations. Conducts preliminary inventory reviews, and quality control audits to identify deficiencies and implement rapid corrective actions.
  • The employee shall facilitate formal training and provide guidance to personnel and leadership regarding records management protocols, compliance standards, and best practices.
  • The employee shall provide Subject Matter Expertise to facilitate organizational compliance with the Federal Records Act, National Archives and Records Administration (NARA) regulations, AFRL policies, and Department of War (DoW) directives.
  • The employee shall execute day-to-day lifecycle management of AFRL ecords—spanning creation, maintenance, and disposition—in alignment with government policies and contract requirements. Administers approved Records Disposition Schedules (RDS) to systematically retire or destroy unclassified, permanent, and temporary records to optimize
  • storage overhead.
  • The employee shall monitor, track, and report Wing members’ completion of mandatory initial and annual Privacy Act and AF Records Management User training, providing status updates to leadership.
  • The employee shall complete all mandatory Federal, DoD/DoW, and DAF training required for system access and role performance. Initial training shall be completed within thirty (30) calendar days of onboarding, and recurring training shall be completed annually or as directed by the government. The shall maintain training certificates and provide verification of completion to the Contracting Officer’s Representative (COR) upon request
