Responsibilities
*This is for a potential upcoming opportunity.
This position can be based in Washington, DC or Norfolk, VA.
MISSION
  • Provide senior-level program analysis and execution support to PMS 339 in advancing Ready Relevant Learning (RRL) transformation initiatives across Surface Navy training domains.
  • Support modernization of Sailor training pipelines by coordinating Career Long Learning Continuum (CLLC) development, managing Rating Domain Analysis efforts, and overseeing Requirements Analysis Working Groups (RAWGs).

You help shape how the Navy trains for the future fight. If you have supported Ready Relevant Learning, led training transformation efforts, coordinated rating modernization, or worked within Fleet training policy - you are strongly aligned with this role.
ROLE IN THE ORGANIZATION
  • Reports to Program / Project Manager (RRL or Training Modernization Lead)
  • Serves as senior analytical lead supporting RRL initiatives
  • Interfaces with:
    • PMS 339 leadership
    • Training stakeholders
    • MyNavy HR
    • Fleet representatives
  • Coordinates cross-functional working groups and transformation efforts

This is a senior execution and analytical leadership role - not overall contract authority.

PRIMARY RESPONSIBILITIES
RRL TRANSFORMATION SUPPORT
  • Support execution of Ready Relevant Learning transformation initiatives
  • Track RRL implementation milestones and performance metrics
  • Develop dashboards and executive summaries
  • Identify risks and recommend mitigation strategies
  • Support alignment between training modernization and Fleet needs

CAREER LONG LEARNING CONTINUUM (CLLC)
  • Coordinate development and refinement of CLLC frameworks
  • Assist in mapping training delivery across career milestones
  • Support synchronization of schoolhouse, shipboard, and advanced training events
  • Track curriculum modernization progress

RATING DOMAIN ANALYSIS (RDA)
  • Manage and track Rating Domain Analysis efforts
  • Coordinate stakeholder input and documentation updates
  • Ensure traceability between requirements, training solutions, and performance outcomes
  • Support validation of rating-based training modernization initiatives

REQUIREMENTS ANALYSIS WORKING GROUPS (RAWGs)
  • Oversee and coordinate RAWG meetings
  • Prepare briefing materials and decision documentation
  • Capture meeting minutes and action items
  • Ensure cross-stakeholder integration and follow-up
  • Track requirement changes and implementation impacts

MYNAVY HR INTEGRATION
  • Support integration of RRL initiatives with MyNavy HR efforts
  • Coordinate alignment between personnel policy, career progression, and training modernization
  • Assist in synchronizing manpower, personnel, training, and education (MPT&E) efforts

EXECUTIVE BRIEFING & REPORTING
  • Develop senior-level presentations and decision materials
  • Draft recommendations and executive summaries
  • Ensure compatibility with NAVSEA CIO-approved document platforms
  • Maintain organized electronic program repositories

WHO SHOULD APPLY
This role is ideal for experienced Navy leaders who have supported training modernization, rating development, or Fleet-level transformation initiatives.
Required Qualifications
Bachelor's degree OR 10+ years relevant experience
  • 7+ years professional experience in program analysis, training systems, or Navy modernization initiatives
  • Must be able to obtain a Secret clearance
  • Experience supporting Navy Training Systems
  • Must be a US citizen.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
