Contract Overview
This position supports the 711th Human Performance Wing (711 HPW) at Wright-Patterson Air Force Base, Ohio, by providing knowledge management, records management, Freedom of Information Act (FOIA), Privacy Act, and information governance support.
The Knowledge Management Specialist works closely with the Assistant Records Manager (ARM) to ensure compliance with Department of Defense (DoD), Department of the Air Force (DAF), Air Force Research Laboratory (AFRL), and federal records management policies. The role also supports organizational compliance by managing records, publications, forms, privacy documentation, and knowledge management initiatives across the Wing.
Position Summary
We are seeking a detail-oriented Knowledge Management Specialist to support enterprise records management, Freedom of Information Act (FOIA), Privacy Act, publications management, and organizational knowledge management initiatives.
The ideal candidate has experience managing records, official documentation, compliance programs, and government information while collaborating with leadership and cross-functional teams. Strong organizational, communication, and analytical skills are essential.
Minimum Qualifications
  • Bachelor's degree with 2+ years of relevant experience OR
  • Associate's degree with 4+ years of relevant experience.
  • Experience supporting records management, knowledge management, information governance, or administrative compliance programs.
  • Knowledge of federal information lifecycle management, records retention, and public disclosure requirements.
  • Experience managing or supporting Freedom of Information Act (FOIA) requests.
  • Knowledge of Privacy Act requirements, Personally Identifiable Information (PII), Controlled Unclassified Information (CUI), and data protection practices.
  • Experience developing and maintaining official publications, operating instructions, forms, or policy documentation.
  • Minimum two (2) years of experience preparing executive correspondence, reports, briefings, or official documentation.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft 365, including:

    • Excel
    • Outlook
    • Teams
    • PowerPoint
    • OneNote
    • SharePoint
  • Ability to handle sensitive and confidential information with professionalism.

Preferred Qualifications
  • Experience supporting Department of Defense (DoD), Air Force, or Federal Government organizations.
  • Experience with Air Force Records Information Management System (AFRIMS).
  • Experience processing FOIA requests using DoD or Air Force e-FOIA systems.
  • Experience preparing executive-level briefings, Staff Summary Sheets (SSS), or technical documentation.
  • Familiarity with Air Force Handbook 33-337 (The Tongue and Quill).
  • Certified Knowledge Manager (CKM) certification preferred.
  • Project Management Professional (PMP) certification is a plus.
  • Experience supporting Air Force Research Laboratory (AFRL) records management or information governance programs.

Essential Duties and Responsibilities
  • Manage and support the organization's Freedom of Information Act (FOIA) program.
  • Receive, track, process, and coordinate FOIA requests.
  • Maintain FOIA logs, documentation, and standard operating procedures.
  • Coordinate Privacy Act activities and monitor Personally Identifiable Information (PII) compliance.
  • Support Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), Social Security Number (SSN) Justification Memos, and related privacy documentation.
  • Coordinate enterprise records management activities, including records creation, maintenance, retention, and disposition.
  • Maintain electronic records and metadata using approved records management systems.
  • Support publications management, official forms, operating instructions, and organizational documentation.
  • Conduct records management reviews, quality assurance audits, and compliance assessments.
  • Assist during Staff Assistance Visits (SAVs), Inspector General (IG) inspections, and organizational evaluations.
  • Develop reports, executive briefings, presentations, and official correspondence for leadership.
  • Deliver records management, FOIA, and Privacy Act training to personnel.
  • Monitor completion of mandatory records management and privacy training requirements.
  • Collaborate with leadership to improve organizational knowledge management processes and ensure compliance with applicable regulations.
