Job description

Everforth ECS is seeking a Jira Administrator/Developer to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP focuses on operational warfighting data and aims to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
• The Jira Administrator/Developer designs, configures, and sustains the Atlassian platform ecosystem that operationalizes the WDP Core Integration Quality Management Plan, encoding governance workflows, acceptance criteria, and performance tracking directly into the daily tools used by engineering, program management, and quality assurance teams. In this role, the specialist ensures that sprint execution, deliverable quality control, defect management, and corrective action workflows are automated, measurable, and continuously aligned to program service level objectives and Government reporting requirements.
• Configures Jira and Confluence so the Quality Management Plan executes through daily workflows rather than through ad hoc steps.
• Builds workflow states that reflect review gates, adds validators that require fields and attachments before transitions, and sets approver roles so quality checks occur at the correct time.
• Encodes acceptance criteria, definition of done, and review checklists as custom fields and templates.
• Configures service level timers, notifications, dashboards, and reports that measure timeliness, rework volume, defect leakage, and corrective and preventive action aging for contractor-controllable activities.
• Automates defect intake, applies structured root cause tags, routes corrective and preventive tasks to owners, and implements verification of effectiveness steps that require evidence before closure.
• Manages Confluence templates, permissions, and versioning to preserve traceable documentation and clean approval histories.
• Integrates Atlassian platforms with supporting tools where required, tests configuration changes prior to release, and maintains change logs and system documentation that support audit reviews and Program Management Review briefings.
• Delivers training sessions and office hours that raise team proficiency, improve dashboard utility for command-level decision-making, and increase measurable throughput across Task Order deliverables.
• Performs other duties as assigned.
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 3 or more years of progressive experience in Jira and Confluence administration, Atlassian platform development, or a closely related discipline, with demonstrated experience configuring and sustaining enterprise Agile delivery toolchains in support of federal or defense programs.
• Active DoW/DoD IAT Level II baseline certification, satisfied by one of the following: CompTIA Security+ CE, CompTIA CySA+, CompTIA Cloud+, Cisco CCNA Security, GIAC GSEC, GIAC GCED, or ISC² SSCP.
• Demonstrated experience configuring Jira workflow states, transition validators, conditional logic, approver role assignments, and custom field schemas to enforce quality gates, acceptance criteria, and definition of done requirements aligned to a formal Quality Management Plan.
• Proven ability to configure and manage Jira Service Management service level agreement timers, automated notifications, defect intake workflows, root cause tagging schemes, and corrective and preventive action routing rules that enforce evidence-based closure verification.
• Hands-on experience building and maintaining Jira dashboards, burndown reports, queue throughput metrics, and corrective and preventive action aging visualizations that provide real-time program performance visibility to leadership and Government oversight personnel.
• Demonstrated experience managing Confluence spaces, templates, permissions hierarchies, and version control practices to preserve traceable, audit-ready documentation and approval histories aligned to program governance requirements.
• Proven ability to integrate Atlassian platforms with adjacent DevSecOps and program management tools, including GitLab CI/CD pipelines, ServiceNow, and enterprise reporting systems, including management of configuration change logs and system documentation supporting audit reviews.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
