Location: ONR Global, Arlington, VA

We are actively seeking a Secret-cleared Program Specialist โ€“ International Science with experience in international program support and stakeholder engagement to assist our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will support planning and execution of international S&T activities, compile and manage reporting, and coordinate communications with domestic and international partners to advance ONR Global's international science mission.

Note: This position is contingent upon contract award. We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.

Work Description:

The Program Specialist provides business administration services and robust administrative support from the ONR Global Arlington, Virginia office to enable planning, execution, communications, and reporting for an internationally focused science and technology program.

Responsibilities: The Program Specialist โ€“ International Science will support tasks such as:

  • Support the planning, scheduling, and execution of ISP activities, meetings, and events, including Department All Hands events, Chief of Naval Research (CNR) Quarterly Updates, Regional Team Meetings, Global Team Meetings, and other ISPrelated events as required.
  • Schedule ISP activities and meetings, identify potential conflicts, and communicate issues and recommendations to the International Science Program Manager (ISPM).
  • Coordinate ISP member attendance and participation for meetings and events, including facilitating building access, security requirements, and visitor coordination as necessary.
  • Capture, compile, and distribute agendas and schedules for ISP meetings and events to all participants.
  • Coordinate meeting and event logistics, including audio, video, and virtual participation capabilities, and participate in ISP events as required to support execution.
  • Record, distribute, and archive meeting minutes, and capture, track, and report followon actions resulting from ISP meetings and events.
  • Collect, review for accuracy, consolidate, and compile ISP communications and reports, including:
  • Science Director Reports (weekly, biweekly, and monthly),
  • Global Technology Awareness Reports (GTAR) (weekly),
  • CNR Highlights (biweekly and monthly),
  • ISP newsletters (e.g., China Corner, Outlook Outback) (monthly),
  • ONR Global Magazine inputs (quarterly), and
  • ONR Global Prospectus inputs (annual).
  • Administratively liaise with ONR Global Business Operations teams-including Operations, Human Resources, Strategic Communications, and Business Financial Managers-to support ISP requirements.
  • Support the Science Director hiring cycle by coordinating with government hiring panel members, scheduling candidate interviews, consolidating candidate assessments, and maintaining historical hiring and assessment records.
  • Provide administrative coordination to support communications between ONR Global Corporate Communications and ONR Headquarters Corporate Strategic Communications (CSC) teams on matters related to the International Science Program.
  • Participate in the resolution of concurrent and complex business issues, including those requiring sensitive or intensive coordination with domestic and international ONR Global S&T partners, ONR Headquarters staff, and members of the Naval Research and Development Establishment (NR&DE).
  • Maintain ISP internal and external knowledge management platforms and information repositories to ensure information remains accurate, organized, and current (within one week), including:
  • ONR publicfacing websites,
  • ONR Global knowledge management platforms (e.g., SharePoint Online, Teams),
  • International Science collaboration platforms (e.g., Teams), and
  • GTAR repositories and classified or restricted systems (e.g., Intelink), as applicable.

Minimum Requirements:

  • Bachelor's degree + 7 years relevant experience OR Associate's degree + 10 years RDT&E program support experience.
  • Strong program support and communications background, including report development.
  • Ability to coordinate complex domestic and international engagements.
  • Professional maturity to engage with senior leadership and international partners.
  • Demonstrated experience maintaining program knowledge management platforms (e.g., SharePoint, Teams, document repositories).
  • Ability to work within classified and controlled information environments, as required.

Desired: Familiarity with NR&DE, Navy S&T community, and international S&T collaboration.
