The Role:

The LTWV International Program Manager is responsible for driving cross-functional program planning, execution, and governance for Light Tactical Wheeled Vehicles international initiatives. This role ensures business deliverables are clearly identified, documented, assigned, and reflected in the project plan with defined ownership and due dates.

This individual continuously monitors and reports program status, manages the identification and traceability of business requirements, investigates and documents complex business processes, and develops leadership-level updates that provide clear visibility into progress, risks, and key decisions. The role leads teams to achieve on-time, high-quality delivery of initiatives, provides guidance on project plan development and risk mitigation, and resolves escalated technical and organizational issues that may affect execution.

The LTWV International Program Manager also serves as a key integrator across business and technical teams, helping align priorities, support milestone execution, define program strategy, and improve overall PMO planning and project execution effectiveness across the organization.

What You'll Do:

1. Program Planning and Execution
  • Ensure all business deliverables are identified, documented, and incorporated into project plans with clear ownership and due dates

  • Develop and maintain integrated project plans that reflect program scope, milestones, dependencies, and execution priorities

  • Lead teams to achieve on-time and high-quality delivery of program initiatives

  • Provide guidance on project plan development, execution strategy, and mitigation planning to support successful delivery

  • Define program strategy while balancing customer requirements, business needs, and execution constraints

2. Requirements and Business Process Management
  • Manage the identification, documentation, and traceability of business requirements throughout the program lifecycle

  • Investigate, analyze, and document complex business processes to support program planning and execution

  • Facilitate decision making among GM representatives to develop project scope of work documents and project plans based on requirements

  • Develop detailed requirements, action plans, analysis approaches, and processes within established boundary conditions

3. Status Reporting and Leadership Communication
  • Continuously monitor and report on project and program status

  • Develop project status reports, scorecards, and metrics for senior leadership to illustrate status, ownership, and performance

  • Create milestone review materials for key program checkpoints and ensure teams remain aligned to deliverables and timing

  • Communicate progress, issues, risks, and decisions clearly across leadership and stakeholder groups

4. Risk, Issue, and Change Management
  • Identify, track, monitor, and communicate project-related risks, issues, scope changes, variances, and contingencies that arise during implementation

  • Provide guidance to teams on issue identification, risk mitigation, and resolution planning

  • Resolve escalated issues and roadblocks of a technical or organizational nature

  • Facilitate practical, timely solutions with the appropriate customers, sponsors, and project owners to maintain forward progress

5. Cross-Functional Alignment and Decision Support
  • Align cross-functional business and technical teams to support shared goals and resolve conflicting priorities

  • Coordinate input and approval of project design documents, decision documents, and other key program materials

  • Support effective collaboration across stakeholders to ensure plans, decisions, and execution activities remain synchronized

  • Help drive alignment between internal teams, customer expectations, and program objectives for LTWV international efforts

6. Resource Planning and Team Effectiveness
  • Track business resources and identify shortages or gaps based on project plans and program needs

  • Identify the roles of project team members, reporting requirements, organizational structures, interaction cadence, and training needs required for successful execution

  • Track and report project completion status and team training progress

  • Support teams with structure, prioritization, and execution discipline to improve delivery effectiveness

7. PMO Leadership and Continuous Improvement
  • Serve as the organization's thought leader and subject matter expert on PMO planning and project execution effectiveness

  • Drive continuous improvement in core planning and PMO processes, tools, and operating rhythms

  • Develop and enhance tracking methods, review mechanisms, and management routines that improve visibility, accountability, and execution consistency

  • Strengthen the program management framework to support repeatable, scalable success across LTWV international initiatives

Your Skills and Abilities (Required Qualifications)

  • Bachelor's degree required.

  • Candidate must either be a U.S. Person (U.S. citizen, U.S. permanent resident, asylee or refugee) or a non-U.S. Person who is eligible to obtain any required export control authorization.

  • U.S. citizenship required to comply with federal government contract provision expressly restricting role to U.S. citizens.

  • 10+ years of relevant experience

  • Significant experience in program or project management, preferably in automotive, defense, aerospace, manufacturing, or another complex cross-functional environment

  • Demonstrated experience leading integrated schedules, contract deliverables, and cross-functional teams on programs.

  • Strong working knowledge of structured program management practices, including WBS, IMS, and risk & issue management.

  • Proficiency with core program management tools such as Microsoft Project or equivalent scheduling tools, Excel, and PowerPoint, with the ability to learn production process scheduling and cost accounting software.

  • Excellent communication skills with the ability to synthesize complex information into clear narratives for leadership, customers, and functional teams.

What Will Give You a Competitive Advantage (Preferred Qualification)

  • Bachelor's degree in Engineering, Business, Systems Management, or a related field.

  • Master's degree in Engineering, Business Administration, Systems Engineering, or a related technical discipline.

  • Direct experience with U.S. Department of Defense programs, including familiarity with CDRLs, IMS expectations, and MIL-STD-881 or similar standards.

  • Experience in light tactical vehicles or ground combat systems programs.

  • Hands-on experience with process design, documentation, and automation, including SharePoint/Power Platform solutions, scripting, or workflow tools.

  • Exposure to Earned Value Management (EVM), cost/schedule integration, or equivalent performance management frameworks.

  • Familiarity with GM or GM Defense processes and governance related to contracting, timekeeping, and program financials.
