Insurance Manager
Location: 400 S. Ft. Harrison Ave., Clearwater, FL
In this highly visible leadership role, you'll manage insurance coverage, contractual risk transfer, vendor insurance requirements, Certificates of Insurance, premium budget allocations, and policy documentation while ensuring compliance with industry regulations and best practices.
You'll have the opportunity to:

- Provide strategic guidance on insurance coverage and contractual risk transfer decisions that support County operations.
- Develop, improve, and manage operational procedures to strengthen the County's risk management programs.
- Interpret and apply complex insurance laws, regulations, policies, and industry standards to ensure sound decision-making.
- Build strong partnerships with County leadership, purchasing and procurement teams, vendors, insurance carriers, governmental agencies, and other stakeholders.
- Exercise a high level of independent judgment in evaluating insurance and risk transfer matters while making recommendations on complex issues.
This position plays a critical role in protecting the County's financial interests and supporting organizational goals. As a senior leader, you'll help shape the direction of the Risk Management Department and may serve as the department's leader in the Director's absence. You will report directly to the Director of Risk Management.
What Would You Do?
- Participates in annual budget preparation;
- Reviews insurance policies and manages insurance renewal process;
- Attends conferences, workshops, and meetings to ascertain new development or changes in laws pertaining to the insurance industry;
- Performs other related job duties as assigned.
What Do You Need to Have?
Education: Degree with major course work in risk management, public administration, business administration or related field
Experience: Managing Property & Casualty insurance programs that includes Property, Casualty, Specialty and Professional Lines of risk insurance coverage for a Public Entity, Private Entity, Insurance Agency or Brokerage that includes supervision or supervisory training.
- At least 8 years of experience as described above; or,
- an Associate degree as described above and at least 6 years of experience as described above; or,
- A Bachelor's degree as described above and at least 4 years of experience as described above; or,
- An equivalent combination of education, training, and/or experience.
Additional Requirements:
- Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Candidate may be required to possess or obtain the Chartered Property and Casualty Underwriter (CPCU); Certified Insurance Counselor (CIC); Associate in Risk Management (ARM); and/or other Risk Management Certification within 1 year of appointment.
Remote Work Policy:This position requires employees to live within a60-mile radius of Pinellas Countyand maintain the ability to report to the assigned worksite as needed. If you relocate outside the required 60-mile radius, you must receive advance approval from the County Administrator. Failure to meet this requirement may affect your continued eligibility for the position.
Highly Desirable
- Certifications such as Chartered Property & Casualty Underwriter (CPCU), Certified Insurance Counselor (CIC); Associate in Risk Management (ARM) or similar designations.
