Job Title

Field Enrollment Agent (1099 Contractor) – Lifeline Program | Lucasan Marketing

Company Overview

Lucasan Marketing LLC is a leading field marketing organization specializing in customer acquisition for government-supported telecommunications programs. We partner with major wireless providers to connect underserved communities with essential mobile services through the Lifeline program.

Job Overview

Lucasan Marketing is hiring Independent Field Enrollment Agents to assist in enrolling and qualifying eligible low-income households for free wireless phone service through the Lifeline program.

This is a 1099 independent contractor role ideal for individuals who are self-motivated, comfortable working in the field, and driven by performance-based earnings.

Agents will operate in high-traffic community areas, events, and retail-adjacent locations, helping individuals determine eligibility and complete compliant enrollments.

Compensation Structure (Performance-Based)

Compensation is based on approved, commissionable enrollments and varies by program and geography:

Important Compensation Notes

  • Compensation is subject to quality control, activation validation, and fraud prevention policies
  • Chargebacks and reversals (including deactivations or invalid enrollments) may result in compensation adjustments or SPIF clawbacks

Key Responsibilities

  • Conduct in-person outreach in assigned territories (events, street teams, retail proximity)
  • Educate customers on Lifeline benefits and eligibility requirements
  • Verify eligibility through approved documentation (e.g., SNAP, Medicaid, SSI, Federal Public Housing Assistance, etc.)
  • Complete accurate, compliant enrollments using company-provided systems
  • Assist customers with device setup and first usage (activation call/text/data)
  • Maintain daily activity tracking and submission accuracy
  • Meet or exceed weekly production benchmarks

California Compliance Requirements (Important)

For agents operating in California:

  • Must follow California Lifeline verification and consent standards
  • No misleading statements regarding “free” services—must clearly explain program terms
  • Must ensure customer identity verification and address validation
  • Strict adherence to anti-fraud, no-duplicate enrollment, and consent capture policies

Failure to comply may result in termination and forfeiture of compensation.

Requirements

  • Must be 18 years or older
  • Valid government-issued ID
  • Strong communication and interpersonal skills
  • Ability to work independently in a field environment
  • Access to a smartphone or tablet with internet connectivity
  • Reliable transportation preferred
  • Willingness to work outdoors and engage with diverse communities

Preferred Qualifications

  • Prior experience in Lifeline, ACP, or telecom enrollments
  • Background in sales, canvassing, or field marketing
  • Bilingual (Spanish highly preferred in California markets)

Work Environment

  • Field-based (outdoor and community-based environments)
  • Flexible schedule – contractors choose their working hours
  • High-performance, commission-driven environment

Why Work with Lucasan Marketing

  • Unlimited earning potential based on performance
  • Flexible, independent work structure
  • Fast onboarding and deployment
  • Ongoing training and field support
  • Opportunity to make a direct impact in underserved communities
