Position Overview

The Project Manager (PM) serves as the senior leader responsible for the overall planning, execution, and performance management of Mobile Administrative Support Services supporting the U.S. Coast Guard Offshore Patrol Cutter (OPC) Project Resident Office. This role provides strategic leadership and operational oversight across all functional task areas, ensuring that contractor personnel deliver high-quality, timely, and compliant support aligned with mission objectives, acquisition timelines, and shipbuilding milestones.

Operating within a highly dynamic and complex shipbuilding and acquisition environment, the PM is responsible for integrating multidisciplinary support functions including SharePoint and data management, administrative and documentation support, Integrated Master Schedule (IMS) and Earned Value Management (EVMS) analysis, Technical Support Management (TSM) deficiency tracking, Integrated Logistics Support (ILS) and configuration management, and business/acquisition support. The PM ensures these functions operate cohesively to support program execution, risk mitigation, and informed decision-making by Government leadership.

The PM serves as the primary interface with the Contracting Officer's Representative (COR) and other Government stakeholders, ensuring clear communication, alignment with priorities, and responsiveness to evolving program needs. This role requires the ability to manage a highly skilled workforce operating with a degree of independence, while maintaining accountability for performance, deliverables, and continuity of operations.

In addition to execution oversight, the PM is responsible for workforce planning, recruiting coordination, retention strategies, and rapid backfill of personnel in a geographically constrained labor market. The PM proactively identifies risks related to staffing, schedule, and performance, and implements mitigation strategies to ensure uninterrupted support during critical program phases such as ship construction milestones, dockside testing, and sea trials.

This position requires a strong leader with experience in Federal acquisition environments, the ability to manage cross-functional teams, and a deep understanding of program office operations. The PM must be capable of balancing strategic oversight with hands-on management to ensure successful delivery of services that directly support the OPC program and broader Coast Guard mission.

Key Responsibilities

  • Serve as the primary point of contact with the COR/ACOR and Government stakeholders
  • Provide overall contract management and oversight across all PWS task areas
  • Ensure integration and coordination across all functional support areas
  • Develop and implement staffing plans, including recruitment, onboarding, and retention strategies
  • Monitor contract performance, deliverables, and schedules to ensure compliance with requirements
  • Manage personnel performance, including supervision, mentorship, and performance evaluations
  • Ensure continuity of operations through proactive workforce planning and rapid backfill of vacancies
  • Identify program risks and implement mitigation strategies related to staffing, schedule, and performance
  • Coordinate surge support during high-tempo periods including shipyard operations and sea trials
  • Oversee quality assurance processes and ensure continuous process improvement
  • Prepare and deliver status reports, briefings, and performance updates to Government stakeholders

Required Qualifications

  • Bachelor's degree in Business, Engineering, Management, or related field
  • 10+ years of project or program management experience
  • Experience supporting Federal acquisition programs (DoD, DHS, or USCG preferred)
  • Demonstrated experience managing multi-disciplinary teams in a complex environment
  • Strong leadership, communication, and stakeholder engagement skills
  • Experience managing performance metrics, schedules, and deliverables
  • Active Secret clearance or ability to obtain one

Preferred Qualifications

  • Project Management Professional (PMP) certification
  • Experience supporting shipbuilding or maritime acquisition programs
  • Familiarity with USCG or DHS operational environments
  • Experience supporting programs involving EVMS, IMS, or technical program management
  • Prior experience managing geographically constrained or hard-to-staff locations
