Duties Description Under the direction of an Associate Director of Human Resources or Human Resources Specialist 2, the incumbent of this position will be responsible for the performance of various human resources activities to help achieve the goal of staffing the agency with a diverse, well-qualified workforce. Specifically, the incumbent will: -Assist with developing and implementing innovative recruitment strategies for difficult to recruit for direct care and clinical titles and ensures all job postings, draft advertisements and other written materials are accurate, informative and include all necessary information. -Develop and/or review requests for new positions, reclassifications, reallocations, minimum qualifications, earmark releases, increased minimum hiring rates, geographic and shift pay differentials and related classification and compensation matters.
Confers with agency human resources and program staff to gather supporting documentation. - Assist in the development and maintenance of the examination program by working with agency program managers and Department of Civil Service representatives on possible actions to resolve critical examination needs. - Advise agency staff and employees, when required, on applicable laws, rules, regulations, directives, policies and negotiated agreements which affect the appointment, promotion, termination, retention, evaluation, or salary of employees.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs.
