Job Summary:ย 

The Human Resources Manager serves as a hands-on generalist for the organization's needs, with approximately 50% of the role dedicated to the day-to-day administration and execution of Human Resources operations. This positionย is responsible forย directly managing and administering HR functions, including compliance, onboarding & offboarding admin tasks, employee relations, leadership development, organizational design, and workforce planning. The HR Managerย establishesย and executes scalable HR programs, mitigates organizational risk, ensures operational excellence, and fosters an employee-centered culture.ย This position partners closely with leadership to develop and execute human capital strategies that support organizational growth.ย 

Human Resources Leadershipย 

  • Lead the organization's Human Resources functionย as aย hands-on HR Manager, providing direction and oversight.ย 
  • Provide HR Administrative support.ย 
  • Serve as a trusted advisor to leadershipย regardingย workforce planning, organizational effectiveness, employee engagement, and HR strategy.ย 
  • Execute HR initiatives aligned with organizational goals and long-term business growth.ย 
  • Manageย the Talent Acquisition Manager.ย 

HR Compliance & Risk Managementย 

  • Partner with PEO to manageย multi-stateย HR complianceย 
  • Ensure compliance with federal, state, local, and government contracting employment regulations.ย 
  • Develop andย maintainย HR policies, Standard Operating Procedures (SOPs), employee handbooks, and employment practices that reduce legal and operational risk.ย 
  • Partner with external employment counselย when neededย on litigation support and regulatory compliance.ย 
  • Maintainsย EEO-1, VETS-4212, and other requiredย annualย regulatory reporting.ย 

Organizational Development & Workforce Planningย 

  • Partner with leadership onย departmentย restructuring initiatives and workforce alignment efforts to improve operational effectiveness.ย 
  • Assistย in developingย organizational structures, succession planning initiatives, and knowledge management strategies.ย 

Employee Relationsย 

  • Conduct complex employee relations matters, workplace investigations, disciplinary actions, and conflict resolutions.ย 
  • Ensure consistent application of employment policies whileย maintainingย compliance and organizational fairness.ย 
  • Provide guidance toย leadershipย regardingย employee performance, documentation, corrective actions, and terminations.ย 

Talent Acquisition & Onboardingย 

  • Assistย withย recruitment function, partnering with the Talent Acquisition Manager and leadership to develop and execute hiring strategiesย when neededย that supportย business growthย inย theirย department.ย 
  • Processย onboardingย for newย employees;ย not limited to,ย background checks, IT credentials, Drug/Alcohol testing, welcome letter,ย Deltekย training, Costpoint timekeeping and expense reporting, etc.ย 
  • Facilitate new hire orientations.ย 

Benefits Administrationย 

  • Partner with PEO toย supportย employee benefit programs including medical, dental, vision, retirement, disability, workers' compensation, FMLA, ADA accommodations, COBRA, and leave administration.ย 
  • Conduct preliminaryย semi-annual and annual ACA eligibility audits to ensure compliance with employer mandate requirements andย accurateย benefit eligibility.ย 
  • Ensuring employees complete benefit elections on time and coordinating with the PEO to resolve enrollment issuesย during open enrolment and onboarding.ย 
  • Manage employee Qualifying Life Events (QLEs)ย by verifying eligibility andย submittingย approved benefit changes to the PEO forย timelyย processing.ย 
  • Analyze benefitย offerings with COO during renewal periodย and recommend cost-saving initiatives whileย maintainingย competitive employee offerings.ย 
  • Compute monthly Paid Time Off (PTO) accruals, Company Paid Holiday,ย and balances while ensuring policy compliance.ย 

Performance Management & Leadership Developmentย 

  • Administrativelyย manageย performanceย management programsย toย promote accountability and employee growth.ย 
  • Manageย development initiatives and succession planning efforts.ย 
  • Facilitate company-wide training initiatives and learning management programs.ย 
  • Coach managers on performance management, employee development, corrective actions, and leadership effectiveness.ย 

HR Operationsย 

  • Oversee HRIS administration, personnel records, document management, and HR reporting.ย 
  • Own the offboarding process, not limited toย systemsย access, exit letters, and notifying key stakeholders.ย ย 
  • Answersย frequentlyย asked questions from employees,ย relativeย to standard policies, benefits, hiring processes, etc.ย 
  • Performs administrative and recordkeeping tasks relatedย toย staff changes, which may include layoffs, resignations, terminations, and leave of absences.ย 
  • Ensure confidentiality and integrity of employee records.ย 
  • Develop HR metrics and analytics to supportย VIGILINT.ย 
  • Continuously improve HR processes through automation, standardization, and operational efficiencies.ย 
  • Serves as a backup to processing payroll.ย 
  • Other duties as assigned.ย 

Requirements

Educationย 

  • High school diploma or equivalent required;ย Associateย degreeย or higherย preferred.ย 

Experienceย 

  • Minimum ofย 5ย years of progressiveย Human Resources experience.ย 
  • Minimum ofย 2ย years of HR leadership or management experience.ย 
  • Providing HR Administrative support for an organization.ย 
  • Prior military service or experience supporting the U.S. Department of Defense (DoD), federal government, or government contracting environment strongly preferred.ย 
  • Experience supporting deployed personnel, contingency operations, or medically relatedย work environmentsย is highly desirable.ย 
  • Experience administering payroll, benefits, employee relations, compliance, and performance management.ย 
  • Experience partnering with executive leadership on strategic initiatives.ย 

Knowledge, Skills & Abilitiesย 

  • Extensive knowledge of federal and multi-state employment laws and regulations.ย 
  • Strong understanding of FLSA, FMLA, ADA,ย OFCCP,ย Title VII, COBRA, ERISA, ACA,ย andย OSHA.ย 
  • Knowledge of compensation strategy, benefits, payroll, and HR analytics.ย 
  • Excellent leadership, communication, coaching, and conflict resolution skills.ย 
  • Strong analytical and problem-solving abilities.ย 
  • Ability toย maintainย strict confidentiality while exercising sound judgment.ย 
  • Experience utilizing HRIS, payroll systems, applicant tracking systems, and Microsoft Office Suite.ย 
  • Ability to manage multiple priorities in a fast-paced environment.ย
