GENERAL FUNCTION:

This position is responsible to administer select benefit and time-away programs in compliance with federal and state regulation as well as established Bank policies. Assists in researching, analyzing, and evaluating existing benefits and time-away policies and prevailing practices among similar organizations to recommend changes to existing plans and/or develop new plans which may establish more competitive benefit or time-away programs in assigned areas.

Responsible and accountable for risk by openly exchanging ideas and opinions, elevating concerns, and personally following policies and procedures as defined. Accountable for always doing the right thing for colleagues, and ensures that actions and behaviors drive a positive employee experience. While operating within the Bank's risk appetite, achieves results by consistently identifying, assessing, managing, monitoring, and reporting risks of all types.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Managethe Bank's Worker's Compensation program and policies across all states in which the Bank has a presence,including a self-insured Ohio employer worker's compensation program.
  • Assistin managingthe Bank's Leave and Time-Away programs including but not limited to STD, LTD, FMLA, Paid Parental Leave, etc.
  • Assistwith the design and evaluation of benefitand time-away programsand insurancepolicies to ensure they are currentregardingprocesses,procedures, and industry trends. Ensure that applicableprogramsand policiesare in compliance withrespectivelegal& regulatoryrequirements.
  • Participateincontractand policyreview and renewal processesforapplicableprogramsand insurancecontracts/policies.
  • Analyzeworker'scompensationclaimsexperience andutilizationpatterns for cost control andrisk-assessmentfactors.
  • Work withworker'scompensation carrier to perform annual retrospective audits.
  • Participate in RFPprocess to includingdevelopment of specifications, summaries, experience data,reportingand analysis ofresponses.
  • Manage implementation process for new vendors, carriers,and programs including review ofpolicies,contracts,and plan documents (SPD's,Certificates of Coverage, etc.).
  • Work with HRIT and HR Operations to set up and ensureapplicablebenefit plans are administered appropriately.
  • Work with legal counsel (internal and external) as neededregardingthe disposition of workers' compensation claims.
  • Complete the necessary regulatory filings forworker'scompensationprogramsincluding the filings associated withtheadministration of an Ohio self-insuredworker'scompensation program.
  • Reviewand coordinatethe delivery of employeecommunications. Ensure communications are consistent withapplicableplan documentsand policies.
  • Liaison with the outsourcedvendors & insurance carriersfor several benefit functions includingclaims review & analysis,auditingand vendor billing.
  • Managevendor financial billingprocessto ensure accuracy andtimelypayment.
  • Resolve non-routine problems and evaluate and assessnew approachesto current processes and issues.
  • Work with insurance carriers and internal partners to perform requestedworker'scompensation environment/site assessments of Bank locations.
  • Assistwith the administration and conversion to the Bank's plansand policieswhen companies areacquiredthrough mergers oracquisitions.Assistwith the termination of the acquired company's plansand policies.
  • Responsible for third party vendor management to ensure quality service andaccurateadministration of plansregardingperformance guarantees and operational service levels per contractual agreements.
  • Manage third party administrators (TPAs)regardingresolution of escalated issues including appeals, plan design,benefits, data interface files,reportingand billing.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor's degree in Human Resources, Financeor related field preferred.
  • 5-10 years of related experience.
  • Minimum of 2years direct experienceadministering an Ohio self-insuredemployer worker'scompensation program.
  • HR/Benefitsor Risk Management/Insurancecertification(s) preferred.
  • Knowledge of benefitsand insuranceterminology and applicable law (ERISA, FMLA, FLSA, USERRA, COBRA, HIPAA,State Worker's Compensation,etc.).
  • Strong written and oral communication skills.
  • Mustbe comfortable with public speaking.
  • Strong desirefor accuracy, a concern for detail.
  • Strong problem solving,technicaland analytical abilities.
  • Strong interpersonal skills and ability to work in a team environment.
  • Ability to work independently with a multitude of tasks.
  • Proficient in HRIS systems usage,preferablyWorkday.
  • Must be proficient inusageof risk management information systems (RMIS).
  • Must be proficient in the use of PC (Microsoft Office365- Excel, Word, PowerPoint, Teams, etc.).
