Job description

Basic Function
Conducts routine and non-routine procurement assignments under limited supervision within a framework of acceptable controls which satisfy governmental and company accounting requirements. Analyzes data and may develop procurement agreements, ensuring work is conducted to achieve the greatest overall benefit to the Corporation. May direct or lead the work of others from time-to-time.
Job Duties
  • Processes requisitions into procurement orders for routine and non-routine, repetitive and some non-repetitive, materials, equipment, and services.
  • Processes requisitions into purchase orders for software, SaaS subscriptions, cloud services, hardware, and IT services.
  • Identifies and selects suppliers based on various criteria; considers requisitioner input, applies experience with prior purchases, current agreements and situations, may seek additional input from others. Administers Supplier/Contractor Pre-qualification requirements relating to Safety and Risk.
  • Identifies and evaluates suppliers based on cost, cybersecurity posture, scalability, contractual flexibility, service levels, and innovation.
  • Identifies and qualifies new sources of supply and processes new vendor requests. Discusses proposed suppliers with requisitioners and investigates to determine actual need. Participates in and may prepare for and/or lead audits of proposed suppliers.
  • Coordinates transportation and logistics requirements for items purchased; may coordinate with third party logistics provider; may participate in transportation provider audits.
  • Coordinates with requisitioners and suppliers to obtain and provide feedback to resolve supply issues.
  • Obtains ongoing material requirements to analyze and support procurement agreement development and/or supplier evaluations.
  • Works closely with cross-functional teams.
  • Provides procurement guidance on technology selection, total cost of ownership (TCO), and contract risk.
  • Negotiates terms and conditions (T&C's), hourly labor/equipment rates, mark-ups, prices, etc., with Supplier/Contractor.
  • Develops and monitors procurement agreements and assists with preparing and processing bid invitations. Participates in and may prepare supplier qualification and/or performance audits.
  • Develops and executes category-specific sourcing strategies (e.g., SaaS, cloud, cybersecurity, data platforms).
  • Leads or supports RFx events (RFI/RFP/RFQ) for IT solutions and services.
  • Conducts commercial bid evaluations, including pricing models (subscription, consumption, licensing tiers, etc.).
  • Prepares goods and services agreements including master agreements.
  • Drafts and manages MSAs, SOWs, Order Forms, and subscription agreements.
  • Supports vendor rationalization and consolidation efforts.
  • Monitors PO's, contracts, and suppliers for open PO's/contracts, contacts suppliers, and takes action to assure materials and services are delivered when needed; monitors supplier performance.
  • Monitors supplier performance against SLAs, KPIs, and contractual commitments.
  • Assists in development and assessment of performance measures.
  • Supports or participates in vendor audits.
  • Identifies and mitigates supplier risk.
  • Analyzes IT spend across suppliers, categories, and cost models.
  • Supports FinOps initiatives.
  • Tracks and monitors contract renewals, expirations, and price escalations.
  • Ensures procurement procedures, guidelines, and policies are followed.
  • Supports development and continuous improvement of procurement processes, templates, and tools.
  • Coordinates with AP to reconcile invoices, resolve discrepancies, and improve processes.
  • Supports onboarding of new IT vendors and tools into procurement systems.
  • May perform Inventory/Materials Specialist duties.

Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion.

Experience
A minimum of 3 years’ related experience is required.
 

Preferred Experience:

Refinery or Corporate experience and/or experience in procurement and inventory control are preferred. 
Education Level

A minimum of a Bachelor’s Degree, in a technical or business-related field. Each year of experience over two in procurement or inventory control may be substituted for one year of education (six years total experience required w/o education).

Required Skills

Demonstrated proficiency in existing procurement and/or inventory control systems. Strong knowledge of contract administration and buying/purchasing business with ability to apply this knowledge. Advanced reading and writing skills required. Ability to negotiate terms and conditions, labor/equipment rates, mark-ups, prices, etc.   Basic computer skills with proficiency in Microsoft Office Suite , ability to organize and analyze data; ability to lead teams; advanced reading and writing skills; ability to perform intermediate mathematical calculations; basic negotiating skills, ability to work independently. May be required to attend daily and weekly safety meetings, lead safety meeting talks as scheduled and complete legally required ePrism safety training modules depending on assignment. Working knowledge of procurement and/or inventory control computer systems; basic refinery knowledge; working knowledge of the procurement/ contracting business and ability to apply this knowledge in a global business environment. The ability to effective communicate with others, both written and verbal communication skills; detail oriented. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages and volumes. Ability to apply common sense understanding to carry on instruction furnished in written, oral or diagram form and solve problems.

Preferred Skills:
Some accounting background and experience with eProcurement systems is preferred.

Supervisory/Managerial Responsibility
May fill in for departmental supervisors.
Work Conditions

Office based with occasional refinery visits and with up to 5% travel required by land and air. From time to time may be required to work in petroleum refinery, warehouse/plant environment, and out-of-doors environment. Subject to varying road and weather conditions.
