Community Association Manager (CAM) HOA Manager Condominium Association Manager
Creative Management Company is seeking an experienced Community Association Manager (CAM) who excels at board relations, property operations, financial management, and community leadership to join our growing Houston team.
Whether your background is in high-rise condominiums, master-planned communities, townhome associations, or single-family HOAs, we're looking for a manager who thrives in Houston's fast-paced, diverse community management landscape and can bring strong expertise, licensing, and local market knowledge to our client associations.
Key Responsibilities
  • Serve as the primary liaison between Boards of Directors, homeowners, residents, vendors, and community stakeholders across Creative Management Company's Houston-area portfolio.
  • Manage day-to-day operations of homeowner associations (HOAs), condominium associations, and community associations.
  • Coordinate and oversee capital improvement projects, reserve projects, and property enhancements from planning through completion, including storm/hurricane preparedness and recovery efforts common to the Gulf Coast region.
  • Conduct routine property inspections and site walks to identify maintenance needs, covenant violations, safety concerns, and operational issues.
  • Prepare board meeting agendas, management reports, board packets, and meeting minutes support materials.
  • Attend regular board meetings, annual meetings, budget meetings, and special association meetings.
  • Solicit bids, negotiate contracts, and manage vendor performance for maintenance, landscaping, security, construction, and other service providers.
  • Develop, monitor, and administer association operating budgets, reserve budgets, and capital expenditure projects.
  • Review monthly financial statements, balance sheets, income statements, delinquency reports, and reserve fund activity.
  • Respond to homeowner inquiries, resident concerns, architectural review requests, and community issues in a timely and professional manner.
  • Ensure compliance with governing documents, CC&Rs, bylaws, association policies, fair housing regulations, the Texas Property Code, and other applicable local and state statutes.
  • Maintain accurate community records, association documentation, and management reports.
  • Utilize property management software to manage violations, work orders, homeowner communications, financial reporting, and board correspondence.

Requirements
Required Qualifications
  • 3+ years of experience as a Community Association Manager (CAM), HOA Manager, Property Manager, Condominium Association Manager, or Portfolio Manager.
  • Experience managing homeowner associations (HOAs), condominium associations (COAs), master-planned communities, or mixed-use communities - Houston/Texas market experience strongly preferred.
  • Demonstrated project management experience involving capital improvements, reserve projects, renovations, or major repairs.
  • Strong knowledge of association governance, board relations, budgeting, financial reporting, vendor management, and community operations.
  • Experience facilitating board meetings and advising volunteer Boards of Directors.
  • Excellent communication, customer service, conflict resolution, and relationship management skills.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Experience with property management software such as Vantaca, CINC Systems, TOPS, Caliber, AppFolio, Enumerate, or similar platforms.
  • Valid Texas driver's license and reliable transportation.

Preferred Qualifications
  • CMCA (Certified Manager of Community Associations), AMS (Association Management Specialist), and/or PCAM (Professional Community Association Manager) designation.
  • Portfolio management experience overseeing multiple associations.
  • Experience managing high-rise, luxury, active adult, master-planned, or large-scale communities in the greater Houston area.
  • Familiarity with local municipal utility districts (MUDs) and Texas-specific community governance structures.
