Overview
Are you an IT professional who is a passionate problem solver?
The Department of County Assets (DCA) Information Technology Division is seeking a skilled Senior Development Analyst LDA to join our team. In this role, you will dive into the full spectrum of software development from identifying customer needs to launching and supporting the critical systems they use. This is a Limited Duration Appointment (LDA) expected to last up to 2 years, though it may end at any time.
We are specifically looking for a candidate with experience in Snowflake and WellSky Database environments to support our Homeless Management Information System (HMIS) and other Health & Human Services business applications.
As the HMIS Development Analyst Senior, you will:
  • Design and develop moderate to complex data solutions, n-tier applications, and interfaces. You will be hands-on with coding, unit testing, and troubleshooting to improve functionality and performance.
  • Lead requirements gathering, design architectures, and ensure compliance with change control processes. You will perform all levels of testing from unit to regression testing to ensure high-quality delivery.
  • Collaborate with internal and external teams to identify technical alternatives, influence decision-making, and provide leadership on moderately complex projects.
  • Translate business needs into technical solutions and explain complex technical concepts in business terms to our partners in Health & Human Services

  • Advanced skill and knowledge of File transfer (FTP, SFTP).
  • Advanced skill and knowledge of Distributed Environment Utilities (FTP, Telnet, Attachmate, ODBC).
  • Advanced skill and knowledge of Database Tools (Microsoft SOL Server Enterprise Manager, Query Analyzer, Profiler).
  • Advanced skill and knowledge of Database Management Systems (Oracle, SOL Server).
  • Advanced skill and knowledge of Microsoft Visual Studio (Model Builder, Solution Builder).
  • Advanced skill and knowledge of Database Executable Objects (Stored procedures, functions, views and triggers).
  • Advanced skill and knowledge of ETL Tools (Microsoft DTS/SSIS, VBScript, ADF).
  • Advanced skill and knowledge of ANSI SOL Languages (T-SQL, PL-SOL).
  • Knowledge of Data Modeling Tools.
  • Skill and knowledge of Web Languages (JavaScripWBScript, HTML/XHTML/HTML5, ASP, ASP.net MVC, ASP.net, JQuery).
  • Knowledge of Web Servers (IIS, Apache Tomcat).
  • Advanced skill and knowledge of Source Control (GIT).
  • Knowledge of Report Management Tools (Snowflake, Tableau).

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications to qualify. However, we may consider these when identifying the most qualified candidates.
  • Experience working with Health & Human Services business application systems, specifically WellSky.
  • Demonstrated ability to communicate complex technical concepts to non-technical interest holders.
  • Experience providing technical leadership for moderately complex projects.

Additional Information
  • Type of Position: This is an hourly, AFSCME Local 88 union-represented position and is eligible for overtime.
  • Location: Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214.
  • Schedule: Monday - Friday, 8:00am - 5:00pm. There is flexibility with start/end times.
    Telework: This position is designated as "routine telework," meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time.
  • Residency Requirement: All employees must reside in Oregon or Washington. We are unable to sponsor work visas, including H-4, H-1B, F-1 OPT, or STEM OPT.
