The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities.  We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.

We are seeking highly qualified candidates for a Program Manager role supporting SPA's clients within Naval Sea Systems Command (NAVSEA). #KS

Responsibilities

The Program Manager will be responsible for overseeing SPA's support across several NAVSEA program offices, including programmatic and technical support, business and financial management, training, and acquisition. The PM will be responsible for overseeing personnel management, interfacing with government personnel to ensure the quality of SPA's support (including at the flag officer and Senior Executive Service level), contract management, and quality control of deliverables produced by SPA and its subcontractors.  As the primary relationship manager with several SPA clients, the PM must leverage deep knowledge of NAVSEA shipbuilding and system development to anticipate client needs, deliver impactful solutions from SPA and its teammates, and interface with SPA back office functions to ensure timely support.

Qualifications

Required Qualifications:

  • This is an in-person role, primarily based out of SPA's headquarters in Alexandria, VA, with frequent local travel to the Washington Navy Yard based upon the needs of the client
  • Bachelor's degree in a relevant technical or managerial discipline, with at least 15 years of experience in program/project management
  • The candidate must possess and be able to retain a DoD SECRET security clearance, with TOP SECRET/SCI clearance highly desirable

Desired Qualifications: 

  • At least 15 years of experience in the overall planning, direction and execution of major ship/submarine maintenance programs, systems development efforts, and research or technology initiatives.  Knowledge of Program Management, including the acquisition process, budgeting process, and financial tracking (including Earned Value Management and other metrics), funding execution, and the contracting process
  • Demonstrated experience and depth of knowledge supporting NAVSEA organizations and program offices, particularly within Team Submarine, Team Ships, or similar organizations.  Previous experience as a NAVSEA program manager or deputy program manager is highly desirable
  • Advanced education, including a graduate degree in a relevant technical or managerial discipline, and/or elevant professional certifications such as a Project Management Professional (PMP) or DAWIA Level III in relevant fields (including Program Management, Engineering & Technical Management)
