Job Description:

The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Lead government, customer and internal audits as required.

Essential Functions:

  • Serves as Subject Matter Expert (SME) and self-starter who works independently to manage complex subcontract efforts across assigned portfolios/divisions.
  • Leads, mentors, and coaches Supply Chain and cross-functional teams; serves as peer reviewer and training resource.
  • Represents Subcontracts as a SME in internal/external audits, leadership interactions, and cross-functional engagements (Contracts, PMO, BD, Engineering, Finance, Quality, Logistics, Trade Compliance, AP, Property Management, etc.).
  • Leads organizational supply chain activities including metrics, KPIs, cost savings/affordability initiatives, and communications with senior and executive leadership.
  • Manages full subcontract lifecycle: proposals, negotiations, contract awards, modifications, administration, and closeout (CFE/GFE, open commitments, residual material disposition).
  • Develops and approves Basis of Estimates (BOEs); leads complex proposal efforts including pricing review creation, delivery, and presentation.
  • Responsible for Subcontractor Statements of Work (SSOWs) to ensure compliance, eliminate ambiguity, and integrate applicable subcontract management deliverables.
  • Expert knowledge of contract types (FFP, CPFF, CPIF, T&M, etc.), FAR/DFARS, prime contract flow downs, ITAR/EAR, Trade Compliance, Terms & Conditions, and legal document negotiation.
  • Advanced experience with EVMS, Control Account Management (CAM Certified preferred), program risk management, and financial concepts including forecasting and annual operating plan (orders, sales, profit, cash flow).
  • Develops strategic acquisition solutions from capture through execution; collaborates with PMO and Contracts to identify and mitigate risks from proposal gates 0-3.
  • Analyzes data to identify trends, develop action plans, mitigate risks, and drive permanent resolution using RCCA principles.
  • Supports program kickoffs, rolling wave planning, and red program Return-to-Green (RTG) efforts.
  • Proficient in procurement and enterprise systems including MRP, PeopleSoft Financials, Cognos, Expo, PDM, and Microsoft Office (Excel pivot tables/V-lookup, Word, PowerPoint).
  • Innovates and shares best practices to continuously improve supply chain processes and KPIs.
  • Ability to obtain US Government clearance.

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience

  • Experience with complex subcontract types (hardware, software, services, development, and production/follow-on).
  • Lean Six Sigma experience.
  • Strong attention to detail, communication, and interpersonal skills across all management levels.
  • Ability to prioritize and multitask in a fast-paced environment.

In compliance with pay transparency requirements, the salary range for this role in New York state is $95,500 - $177,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
