Business Analyst – Credit Card Payment Processing

Client: Commonwealth of Pennsylvania

Location: Primarily Remote (Occasional travel to Harrisburg, PA required for key project milestones)

Salary: $116,000 annually

Employment Type: Full-Time

Citizenship: U.S. Citizen or authorized to work in the United States

Background Investigation: Must successfully complete required Commonwealth background investigations, including ePATCH and National Criminal Background Check.

Position Overview

Seeking an experienced Business Analyst – Credit Card Payment Processing to support a large-scale payment modernization initiative for the Commonwealth of Pennsylvania. This role will serve as the liaison between business stakeholders and technical teams to define, analyze, and implement secure, enterprise payment solutions supporting credit card transaction processing.

The successful candidate will possess deep knowledge of payment ecosystems, payment gateways, PCI-DSS compliance, and digital payment technologies while supporting system modernization efforts throughout the software development lifecycle.

Key Responsibilities

Business Analysis

  • Elicit, analyze, document, and manage functional and business requirements for enterprise payment processing systems.
  • Develop Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), user stories, use cases, workflow diagrams, and process maps.
  • Translate business requirements into functional specifications for software development and QA teams.

Payment Processing Expertise

  • Analyze end-to-end payment workflows including:
    • Authorization
    • Clearing
    • Settlement
    • Refunds
    • Chargebacks
    • Dispute Management
    • Tokenization
    • 3D Secure (EMV 3DS)
    • Fraud Prevention
  • Evaluate payment processing efficiencies and recommend process improvements.

Stakeholder Collaboration

  • Partner with business users, software developers, QA teams, vendors, and payment processors.
  • Facilitate requirements workshops, Agile ceremonies, and stakeholder meetings.
  • Support cross-functional collaboration throughout project delivery.

Testing & Implementation

  • Support User Acceptance Testing (UAT), System Integration Testing (SIT), and regression testing.
  • Review test cases and assist with defect management.
  • Support production deployments, hypercare activities, and post-implementation issue resolution.

Compliance & Governance

  • Ensure payment solutions comply with:
    • PCI-DSS
    • EMV Standards
    • ISO 8583
    • ISO 20022
    • Industry security best practices
  • Support documentation for payment gateway integrations and REST API specifications.

Required Qualifications

  • Bachelor's degree in Business, Information Technology, Computer Science, or a related field.
  • Minimum 4 years of experience as a Business Analyst or Technical Business Analyst supporting payment processing solutions.
