Job description

For a local government organization in the Flemish Brabant region, we are looking for an experienced Freelance HR Business Partner/ HR Generalist to temporarily support both the HR team (4 FTE) and the internal communications team (4 FTE). In this strategic and hands‑on role, you will critically assess the optimal allocation of resources, priorities and focus areas for both teams. You will report directly to the General Director.

Your responsibilities:
  • Coach, inspire and guide both the HR and communications teams.
  • Provide direction and support to employees in resolving complex issues.
  • Prepare, analyze and follow up on reporting.
  • Optimize and professionalize HR processes.
  • Build and maintain strong stakeholder relationships.
  • Take the lead in ongoing and new projects such as onboarding, offboarding, and leadership development programs.
  • Initiate and manage complex HR cases.
  • Actively participate in the management team and contribute to broader organizational policy.
Your profile:
  • Minimum 10 years of proven experience as an HR Business Partner/ HR Generalist in shaping HR and internal communication policies.
  • Strong background in coaching and sharing HR expertise.
  • Experience with change management and HR improvement projects is essential.
  • Experience within the public sector is a plus.
  • Master’s degree or equivalent through experience.
  • Fluent in Dutch.
  • Hands‑on, operationally strong and able to work independently.
  • Results‑driven and an excellent communicator with an inspiring and transparent approach.
