Duties The primary purpose of this position is: as an Air Reserve Technician (ART), to serve as a work leader for an aircrew of flight services technicians when in-flight, and as such, to manage and oversee the employees and planned services. In addition, the incumbent administers, schedules, and conducts flight and ground training to develop, upgrade, and evaluate the skills off light services technicians; and performs aircrew flight services duties for the safety and comfort of passengers during aircraft operations. This position is responsible for the overall planning, coordinating and management of services during an assigned mission.
DUTIES: DUTY 1: Functions as a lead over flight attendants during execution of in-flight missions and as such, as an extension of the Flight Services Technician supervisor. Directs and monitors flight services support, evaluating effectiveness of support as an agent for the ground supervisor and unit commander. Distributes assignments/tasks, monitors activities, reviews work and provides instruction and training to flight services crew members on a range of operating and administrative issues.
DUTY 2: Develops and provides flight attendant upgrade, continuation and proficiency training/instruction to Reserve aircrew members and ART personnel. As a qualified instructor, develops training plans and provides flying and ground training instruction on procedures, techniques, and situations including but not limited to: emergency lifesaving (i.e., cardiopulmonary resuscitation, etc.); crash-landing, ditching and anti-hijacking; emergency evacuations and egress; use of operational directives (i.e., DoD, FAA, etc); menu and food preparation and planning; cost projections for mission(s); communications security; inspection requirements; housekeeping provisions, etc. DUTY 3: Conducts preflight mission planning/coordination.
Determines mission requirements including costs by contacting the staff member representing the traveling parties as well as reviewing available documentation to identify the number and types of meals, special dietary needs or preferences, required customs or immigration documentation, special equipment needs (cameras, secure communications, etc.), desired comfort or entertainment items, and other related areas. DUTY 4: Accomplishes preflight preparations and inspections. Purchases required foodstuffs and supplies to serve meals and beverages.
Prepares, cooks, portions, and packages foods for meals. Ensures rotation of food inventories maintained in flight-line kitchen to prevent spoilage and stores food items in accordance with inventory and sanitation requirements. DUTY 5: Provides for passenger safety and comfort during aircraft operations and performs limited aspects of communications systems operation.
Prepares and checks forms, records and receipts and performs other administrative work in support of the organization. Maintain effective communications and work relationships. Requirements Conditions of employment * U.S.

No specific length of experience is required. The qualifications of Flight Services Technician in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Must be currently qualified as Instructor in MDS and have a minimum of 500 Total Military Flight Time.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of the methods of instruction, aircrew training program requirements, procedures, and standards of performance; and skill to apply this knowledge in planning, developing and executing flight attendant upgrade, continuation and proficiency training/evaluation programs. * Ability to gain required knowledge of food service safety regulations, practices, and procedures through required formal training.
Ability to plan and organize for a variety of passengers services. This ability is needed for such activities as menu development, purchase and preparation of food, cooking, cleaning and storage assignments. * Skill in loading, arranging, storing, and unloading supplies and baggage safely so that shifting, falling or damage of any type is prevented.
* Knowledge of general clerical procedures and reference sources and forms sufficient to identify foreign clearance and immigration requirement and provide forms for passengers; and prepare various reports such as the manifest and general declarations, etc. * Knowledge of emergency equipment, procedures and egress, life support and passenger requirements. * Ability to communicate effectively both orally and in writing, ability to work well with others in a team setting.
Ability to use and maintain a high degree of tact and courtesy, interacting politely with dignitaries, ranking military officers, senior leaders, and other customers of the flight service. Ability to effectively lead and guide members of a team. OTHER SIGNIFICANT FACTS: * This is an ART position.
The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in UTAs. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30percent of total responsibilities.
* May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. Must take and successfully complete initial required training on food preparation, etiquette/protocol and emergency procedures and equipment. * Must take the annual food safety course and pass the annual health department test for food safety.
* Must be eligible for and gain Top Secret clearance. * Will receive some limited training in the communications officer field. * Must be able to lift, move and carry up to 40 pounds in order to load and unload luggage and other items.
