What are the key skills and qualifications needed to thrive as a Federal Proposal Writer, and why are they important?

To thrive as a Federal Proposal Writer, you need strong writing, research, and project management abilities, typically supported by a bachelor’s degree in English, communications, or a related field. Familiarity with federal acquisition regulations (FAR), proposal management tools like Shipley or APMP methodologies, and document management systems is highly beneficial. Outstanding attention to detail, teamwork, and the ability to work under tight deadlines are critical soft skills. These skills are essential for producing compliant, persuasive proposals that increase the chances of securing government contracts.

What are federal proposal writers?

Federal proposal writers are professionals responsible for creating, organizing, and submitting proposals in response to government solicitations, such as Requests for Proposals (RFPs). They work with subject matter experts, project managers, and compliance teams to ensure that all requirements are met and the proposal stands out among competitors. Their tasks often include researching federal regulations, developing compliant content, and managing tight deadlines. The goal of a federal proposal writer is to secure contracts for their organization by presenting compelling and compliant responses to government opportunities.

Federal Proposal Writers often encounter tight deadlines, complex compliance requirements, and the need to coordinate input from multiple subject matter experts. Managing updates to evolving solicitation documents and ensuring every section aligns with both client needs and federal regulations can be demanding. Strong organizational and communication skills are critical, as is adaptability to shifting priorities and last-minute changes. Collaboration with business development, technical teams, and leadership is essential to produce a compliant, compelling proposal.

Job description

The Proposal Development Center (PDC) at Accenture Federal Services (AFS) is seeking a motivated, adaptable Federal Proposal Writer professional who excels in fast paced environments and consistently produces high quality work. We're looking for a proactive self starter-resourceful, initiative driven, and dependable, with a strong work ethic.

At the PDC, Proposal Writers focus on creating persuasive sales materials and developing compelling proposal narratives to support the growth of the company in response to Government solicitations (RFx). Proposal Writers partner closely with capture managers, delivery teams, subject matter experts (SMEs), and proposal leadership to translate technical, management, and corporate capabilities into persuasive narratives aligned with solicitation requirements and evaluation criteria. They are also responsible for learning and effectively using available AI platforms and tools to research, analyze, and create drafts to expedite the proposal development process.
This role provides opportunities to build proposal expertise while contributing to high visibility submissions across AFS.

The Work

  • Develop foundational knowledge of GenAI, AI tools and platforms (Claude Code, Copilot, Gemini, etc.), prompt engineering, LLMs, and AgenticAI principles to accelerate content research, content development, and document analysis
  • Willingness to learn is essential, as you will be relied on for bringing best-of sales practices/processes across AFS portfolios and proposal teams
  • Closely collaborate with the account team, SMEs, solution architects, and other authors. Assist with and conduct interviews with stakeholders to translate solution ideas into relevant terms in the written response
  • Help manage content development to meet color review expectations and ensure compliance with RFx requirements
  • Provide guidance, training, and subject matter expertise in proposal writing best practices and PDC standards, and contribute to PDC content repositories
  • Support operational initiatives for continuous improvement within the Writing team and across PDC and the Sales organization. This includes achieving operational efficiencies in daily activities using available AI tools, creating apps in Copilot/Claude Code, and contributing to AFS' prompt library.

What you need

  • Bachelor's degree in a relevant field such as Information Technology, English, Communications, and Business
  • 3 + years of proven experience in Federal proposal writing, including orals presentations
  • Proficiency with Microsoft Office Applications (especially Word and PowerPoint), Adobe Acrobat, SharePoint/Teams, and interest in learning AI tools for content development
  • Intermediate writing and editing skills, with the ability to translate complex technical concepts into clear, concise, and persuasive narratives
  • Ability to work collaboratively in cross-functional teams. Possess attention to detail and be able to manage tight deadlines
