Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.
DHA Overview
The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and a ready medical force to Combatant Commands during peacetime and wartime. Established to enhance the delivery of integrated, affordable, and high-quality health services, the DHA supports Military Health System (MHS) beneficiaries and drives the integration of clinical and business processes across the MHS. The agency plays a pivotal role in ensuring military personnel and their families receive comprehensive healthcare, thus maintaining operational readiness and overall force health protection.
Position Overview
Pantheon Data is seeking an Intermediate Program Manager to support the Defense Health Agency (DHA) in overseeing complex programs aligned with enterprise modernization and mission readiness. The Program Manager will be responsible for planning, organizing, and managing activities that advance DHA's strategic direction, ensuring program objectives are met on time, within scope, and in compliance with DoD standards. This role includes developing budgets, operating plans, and long-term program goals, as well as leading program execution to deliver measurable value across the Military Health System (MHS).
Responsibilities
  • Plan, organize, direct, and control programs to ensure all contractual obligations, performance metrics, and quality standards are met in alignment with DHA's mission.
  • Provide expert direction, leadership, and guidance to project teams, establishing schedules and work plans to manage competing priorities.
  • Manage and allocate project funds, resources, and staffing in accordance with federal financial management and acquisition standards.
  • Serve as the primary point of contact with DHA Contracting Officer's Representatives (CORs) and program stakeholders.
  • Identify and support solutions for complex program and project challenges, ensuring alignment with DHA's strategic initiatives and enterprise priorities.
  • Develop program documentation, operating plans, and performance reports to inform leadership and support transparency.

Required Skills and Experience
  • A Bachelor's Degree with five (5) years of relevant experience.
  • A PMP can be used to substitute the two (2) years of experience.
  • Experience managing or supporting data governance programs that enable enterprise modernization and mission readiness in a federal or DoD environment.
  • Demonstrated ability to oversee initiatives related to data quality, data standards, data ownership, and stewardship across complex organizations.
  • Familiarity with DoD and DHA data governance policies, directives, or frameworks, and their application across enterprise systems.
  • Experience coordinating with functional, technical, and clinical stakeholders to align data governance activities with organizational priorities.
  • Ability to plan and manage programs involving enterprise data assets, health data, analytics platforms, or system integrations.
  • Experience developing and maintaining data governance documentation, including governance charters, operating procedures, decision records, and performance metrics.
  • Understanding of data lifecycle management, including data access, sharing, compliance, and risk considerations within regulated environments.
  • Proven ability to track and report program performance and governance outcomes to leadership, ensuring transparency and alignment with strategic goals.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

Clearance Requirements
U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Compensation
The salary range for this position is $95,000 - $115,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
