Position Summary **This position may be underfilled as an Engineering Inspector I. The Engineering Inspector I salary range is $37.69-$49.45 per hour. ** Performs engineering inspection for compliance with the construction of water mains, gravity sanitary sewer mains, sewer force mains, water and sewer laterals, water booster stations, sewage pump stations, elevated and ground storage water tanks, and wastewater treatment plants and plant expansions for both Capital Improvement Projects (CIP) and developer/private construction projects
The Inspector will ensure strict conformance with approved plans, specifications, the Prince William Water Utility Standards Manual (USM) or similar engineering standards, and the terms of the issued Utility Permit. The Inspector's duties include constructability review during the design phase, all phases of construction from groundbreaking to closeout or final beneficial use of the project. The Inspector's work is performed under the supervision of the engineering inspection supervisor.

Position Responsibilities / Essential Job Functions Independently inspect wastewater treatment plants and plant expansions, installation of water and sanitary sewer mains, water booster stations, water and sewer laterals, sewage pump stations, sewer force mains, elevated and ground storage water tanks, water, and gravity sewer mains, and various other associated appurtenances for conformance with approved plans and specifications, and the Prince William Water Utility Standards Manual (USM) or similar engineering standard. Monitor and report on Water System and Sanitary Sewer System acceptance testing for conformance with approved plans and specifications, and the Prince William Water Utility Standards Manual (USM) or similar engineering standard.
Monitor contractor compliance and emergency reporting in accordance with approved sewer bypass plan. Prepares and coordinates pre-construction meetings. Perform incidental inspections, certification, and assistance on water meter installations, fire flow, line location, water usage and available capacity, grinder pump installation, and sewer replacements.
Prepare daily inspection reports, photographs, and field measurement records documenting QC activities. Identify non-conforming work and issue Non-Conformance Reports/Notices and track corrective actions to closure. Confirm contractor is performing required field and laboratory testing.
Review contractor Quality Control (QC) plans and ensure contractor self-inspection and testing procedures are being followed. Verify material certifications and submittals match approved specifications and shop drawings before installation. Conduct inspections and issue Partial and Full Beneficial Use, and final inspection for occupancy.
Review as-built plans for accuracy and completeness before acceptance. Provide as-built information on Prince William Water facilities. Inspect Prince William Water building expansion projects.
Answer complaints. Perform bond releases in regard to punch lists, call back re-inspections, substantial completion and closeout of projects once they meet Prince William Water standards. Audit contractor QC documentation, testing, and equipment.
Conduct independent quality assurance (QA) to validate contractor's compliance. Participate in monthly inspectors' meetings, lessons learned, and team building as needed. Operate a Prince William Water vehicle.
May be deemed essential at any time. Perform other duties as assigned. Essential Skills and Experience Knowledge of the methods, materials, practices, and techniques used in the construction of sewer and water systems and wastewater treatment facilities including but not limited to: Utility construction practices, surveying methods, and related field techniques.
Computer equipment and software applications related to the installation, maintenance, and repair of water and sewer mains. Traffic laws, ordinances, and rules applicable to safe and lawful vehicle operation. Safety precautions, procedures, practices, and regulatory requirements.
Ability to perform inspections on larger, more complex, or technically challenging projects including but not limited to: Read, interpret, and apply engineering designs, plans, and specifications. Prepare and maintain detailed inspection reports, records, and documentation. Understand and follow oral and written instructions accurately.
Establish and maintain effective working relationships with coworkers, contractors, and the public. Communicate clearly and accurately in written and spoken English sufficient to prepare inspection reports and correspond with contractors, staff, and the public. Operate motor vehicles safely, following legal and defensive driving practices.
Adhere to established codes, policies, procedures, and guidelines. Perform tasks in compliance with applicable safety regulations, practices, and standards. Work independently and exercise sound judgment in the absence of direct supervision.
Demonstrate the ability to coach, train, and support Engineering Inspector I staff by clearly explaining technical standards, guiding field practices, and providing constructive feedback. Demonstrates consistent leadership, communication, and professional judgment that fosters learning, accuracy, and growth among junior inspectors. Knowledge in the use of MS Office (Word/Excel/Outlook/PowerPoint) and Teams, SharePoint, and Trimble Cityworks.
Minimum Education and Work Experience: High school diploma or GED (Required). Minimum three years of related construction, utility installation, or field inspection work ideally within the water, sewer, or wastewater utility environment. Working knowledge of construction plan review, interpreting and enforcing Utility Standard Manual (USM) or similar engineering standards, performing incidental inspections, and/or performing bond releases.
Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Required Licenses/Certifications and Other Special Requirements: Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements. At least two Virginia Department of Transportation certifications following areas: Asphalt Field Level 1, Concrete Field-Testing Technician Level 1, Soils and Aggregate Compaction within 24 months of employment.
Utility Standards Manual (USM) Proficiency Certification within 24 months of employment. VDOT Flagger Training and Certification within 24 months of employment. Minimum Lead/Supervisory or Management Experience: None.
