What You Do and How You Do It: The Property Maintenance Inspection Supervisor is responsible for supervising a team of multi-discipline inspectors and is the Property Maintenance Code subject matter expert for all residential inspectors.

You will perform inspection quality control and work with the inspection supervisory team to plan, organize and coordinate inspection functions. This position visits homes and businesses to assist inspectors, attends inter-agency meetings, and resolves maintenance code and inspection related problems. You will be the go-to person to resolve problems and answer questions regarding the Property Maintenance Code and the administrative provisions of the Virginia Uniform Statewide Building Code.

Develop, analyze, and prepare reports based on measures of quality control and uniformity associated with the department's inspection related activity. You will also author numerous letters, memorandums, procedures, legal notices and other documents. Answer questions about the residential and property maintenance inspection processes and procedures.

You will also be responsible for developing and coordinating staff training, certification and career development activities. Participate in the development of the Virginia Construction Code, representing Chesterfield at the state and national levels. You may be cross-trained to perform other duties.

You must possess the required certifications and remain current with the latest best practices. Everything we do must be done with a customer and results focus. We facilitate safe code compliant construction; we do not hinder the construction process.

Here's What You Need: High school diploma or GED; five years of experience in building code enforcement, including one year of experience in a supervisory or lead inspector capacity; or an equivalent combination of training and experience. Construction/engineering technology or vocational program degree/certificate preferred. Knowledge of the Virginia Property Maintenance Code, Uniform Statewide Building Code and the International Code Council family of codes, and the principles used in the construction of both residential and commercial structures.

The following Virginia Board of Housing and Community Development certifications are required as a condition of employment: Combination Inspector certification to include Residential Electrical Inspector, Residential Mechanical Inspector, Residential Plumbing Inspector, and Residential Building Inspector (equivalent certifications from the ICC or other states will be considered). Applicants lacking required certification(s) may be considered, however they must obtain the missing certification within 12 months of hire and will be hired at a trainee rate until they obtain the required certification(s). In addition, the following certifications must be obtained within 18 months of hire: Virginia Board of Housing and Community Development Property Maintenance Inspector as well as the Virginia Certified Erosion and Sediment Control Inspector certification.

Excellent communication and relationship building skills are required, as the position must work collaboratively with county staff, other county departments, private sector professionals, governmental agencies, elected officials and the citizens of the county to provide effective building safety regulatory services. The ability to perform physically demanding work including, but not limited to, traversing construction sites, climbing ladders, walking long distances, driving for long periods of time, climbing stairs, crawling under buildings and tight spaces, standing and/or driving for extended periods is required Current valid driver's license and good driving record required. Based on the Virginia DMV point system, records must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months.

Out-of-state driving records must be obtained by the applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.

Real Talk: We'll be honest - this is hard work with multiple challenges that are sometimes frustrating. Often you have to resolve disagreements between property owners and inspectors or respond to homeowners dissatisfied with their contractor or an inspector. Disagreements are common and you will need to maintain a cool head and your professionalism in some tough situations.

You need to consistently enforce a complex building code, manage coordination with multiple departments, keep track of numerous processes and effectively manage a heavy volume of work on a daily basis.
