Job description

HIRING RANGE: $43.02 - $47.80/hour
Responsible for coordinating technical and administrative activities within the Development Services Division as part of the Public Works team overseeing and reviewing building and land-use development projects. Primary duties include supporting successful development outcomes through managing the concept plan review phase and administering the Pre-Construction and Certificate of Occupancy assistance programs to support applicants and developers with timely project completion. This position also facilitates consultation meetings with developers and stakeholders, oversees development of required EDA documentation and manages the process for acceptance of public improvements.
Essential Duties and Responsibilities
Incumbent is accountable for all duties of this job and other projects and responsibilities that may be added at the City's discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.
  • Researches required documentation and provides responses for EDA-related Public Records Requests.
  • Represents EDA in pre-planning consultation meetings with developers and consultants, providing insight into City of Lakewood design requirements, review processes, and potential site plan comments. Documents meeting outcomes and directives.
  • Manages the concept plan review phase, including establishing review sessions, coordinating all department comments, and ensures the City meets established timelines.
  • Prepares a draft public improvement justification letter for review and approval by the City Engineer, for each applicable development application.
  • Researches project files for prior development information and provides this to applicants and consultants upon request.
  • Prepares and reviews Public Improvement Agreement (PIA) documentation to ensure it adequately represents the public improvement requirements.
  • Prepares and reviews cost estimates for accuracy and thoroughness for PIAs, grading permits, and miscellaneous projects.
  • Processes requests for acceptance of public improvements.
  • Prepares and issues the certificate of acceptance with all required signatures and approvals.
  • Compiles documentation and coordinate meetings for the Pre-Construction and Certificate of Occupancy Assistance Programs. Facilitates meetings and follow up as needed to achieve program goals.
  • Manages EDA project records to ensure compliance with City requirements.
  • Demonstrates performance excellence with respect to timelines, attendance, friendliness, responsiveness and contribution to the greater good of the team.
  • Performs a variety of related tasks and duties assigned to support the overall goals and success of the Public Works Department.

Knowledge, Skills and Abilities
  • Intermediate to advanced knowledge of development practices, construction methods, and City of Lakewood Zoning and Engineering Standards, Regulations and Codes.
  • Intermediate to advanced knowledge of e-Trakit permitting software and permit requirements.
  • Basic knowledge of Bluebeam software, including ability to make redlined comments on plans and ability to do take-offs for estimating purposes.
  • Strong customer service skills including the ability to achieve positive interactions with customers on the phone, in person or by email.
  • Ability to apply conflict resolution skills using tact and diplomacy with all customers, internal and external who may be angry or frustrated.
  • Ability to communicate clearly and effectively both verbally and in writing.
  • Ability to work with City staff and other outside agencies in a productive manner to solve problems.
  • Ability to work independently and as a member of a team.
  • Ability to self-manage your schedule and prioritize the work.
  • Ability to prioritize and multi-task project needs and documents based on values and objectives of the Public Works Department.
  • Ability to transport to and from jobsites occasionally.

Technological Skills
  • Ability to do basic math calculations.
  • Ability to create and manipulate moderately complex spreadsheets.
  • Ability to read and understand engineering plans, reports and technical specifications.
  • A strong proficiency with computers and Microsoft Office Suite

Education
  • High School Diploma. Associate's degree preferred.

Experience
  • Five years of private sector work experience related to land development, property management, civil engineering, or construction management. or
  • Five years of public sector work experience related to land development review, permitting, or construction management, or combination of these.

Working Conditions and Physical Requirements
Must successfully complete and maintain required state or departmental physical standards and certifications.
LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
