Artemis is seeking an Experience Program Manager to be responsible for all work performed under a large-scale outreach and education services contract. The Program Manager will serve as the single point of contact with the Contracting Officer, the Contracting Officer's Representative, and the Government Project Manager. This individual will also direct the planning, development, and implementation of outreach and communications campaigns, products, and services and is accountable for the quality and timeliness of all associated deliverables.

The Program Manager role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in planning, developing, and implementing federal outreach and communications campaigns and services. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

This is a contingent hire position. Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).

Remote work is anticipated. However, all candidates should be local to the Washington, DC metro area as on-site work may be required.

Primary Responsibilities
  • Serve as the single point of contact with the Contracting Officer, the Contracting Officer's Representative, and the Government Project Manager.
  • Direct all work performed under the contract, ensuring quality, schedule, and compliance with contract requirements.
  • Lead the planning, development, and implementation of outreach communications campaigns, products, and services.
  • Manage contractor staff, resources, and subcontractors to ensure full commitment to campaign development and implementation.
  • Oversee the timely delivery and quality of all contract deliverables.
  • Exercise organizational and technical authority sufficient to commit the contractor and resolve issues across the program.
  • Communicate program status, risks, and recommendations to Government stakeholders.
Minimum Qualifications
  • 5 years of relevant experience managing federal government contracts involving planning, developing, and implementing outreach communications campaigns and services.
  • Bachelor's degree in related field.
  • Demonstrated organizational and technical authority sufficient to commit the contractor to campaign development and implementation, communications products and services, and all associated deliverables.
  • Experience serving as a primary point of contact with Government contracting and program staff.
  • Ability to obtain and maintain a public trust clearance/DHS suitability determination.
  • Legal authorization to work in the U.S.
