Starting Rate: $20.81 per hour
Dauphin County Public Safety is currently accepting applications for full-time position of Emergency Management Specialist. This is a non-union position on a full-time basis that is assigned as a Specialist in the Office of Emergency Management within the Department of Public Safety. Work is performed under the direction of the Deputy Director for the Office of Emergency Management. This position is responsible for administrative work and emergency response activities with a primary focus within the preparedness and recovery phases of emergency management.
ESSENTIAL FUNCTIONS OF THE JOB
- Responsible for the day-to-day administrative activities associated with the Dauphin County Emergency Operations Center which includes ensuring that the primary and alternate Emergency Operations Center locations are properly equipped and maintained.
- Responsible for the implementation and maintenance of various technology-based notification and management / reporting tools used within the Dauphin County Emergency Operations Center.
- Responsible to assist with the development and delivery of various training and exercise programs for the Dauphin County Emergency Operations Center Staff.
- Responsible to assist with the development and delivery of various training and exercise programs for Municipal Emergency Management Agencies and other Emergency Management stakeholders within Dauphin County.
- Provides guidance and assists Municipal Emergency Management Coordinators of Dauphin County with Emergency Operations Center administration.
- Responsible for administering Dauphin County's post disaster recovery program.
- Responsible for oversight of the Dauphin County Organizations Active in Disaster (COAD) program.
- Responsible for the coordination, development and maintenance of the Dauphin County Notification and Resource Manual.
- Coordinates the appointment of Municipal Emergency Management Coordinators within Dauphin County.
- Provides assistance to the County Emergency Management Coordinator to complete varied requirements of the County Emergency Management Program.
- Functions as a member of the County's Emergency Operations Center Staff and has the ability to respond to emergency call outs 24x7.
- Assists with the review and maintenance of the various emergency management plans.

OTHER DUTIES OF JOB
- Attends meetings or trainings sessions as necessary, which may include evenings and weekends.
- Maintains a working relationship with all members of the Department of Public Safety staff, municipal emergency management coordinators, as well as County Organizations Active in Disasters.
- Has the ability to support other staff positions where needed, with primary focus in the Office of Emergency Management.
- Performs other job-related duties as required.
PHYSICAL / MENTAL CONDITIONS
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking, occasional twisting; bending, stooping, and crawling in tight spaces; climbing, carrying, reaching and pushing as necessary to carry out job duties.
- Dexterity requirements range from coordinated movements of fingers/hands/arms for reaching, handling, feeling, grasping or manipulating objects, materials, tools, equipment and controls; to simple dexterity of feet/legs; torso as necessary to carry out job duties.
- Must have close, distance, color and peripheral vision; depth perception; ability to perceive and discriminate colors or shades of colors and the ability to focus.
- Must be able to stand and accurately visualize and hear to operate equipment.
- Must be able to lift or move up to 50 pounds.
- Ability to work a variety of shifts and hours; consistently maintain mental alertness, remain calm and composed in difficult and emergency circumstances.
- Must be able to pay close attention to details and concentrate on work.
MINIMUM TRAINING AND EXPERIENCE
High School diploma or equivalent; graduation from an accredited college with a two-year degree in a related field; bachelor's degree preferred; plus, three (3) years' experience in emergency management or public safety; plus, one-year administrative experience. (Experience in a related technical field or administrative field may be substituted year-for-year for educational requirements). Appropriate level of Incident Command Training as outlined by the National Incident Management System, to serve in roles identified in this job description. Required to achieve county associate, preferably professional, certification as outlined in current Pennsylvania Emergency Management Agency, Emergency Management Certification and Training Requirements Directive.

- Ability to work cooperatively in a team environment.
- Must have a valid driver's license, valid automobile insurance (able to provide proof of both) and be able to provide own transportation for 24x7 emergency call outs.
- Successfully complete a background check to include criminal history and Child Abuse History clearance. Must have and maintain a clean criminal history with no misdemeanor or felony convictions.
