Position Description The City of Walnut Creek is seeking one full-time Emergency Management Program Analyst to join the City Manager's Office. This is an at-will position serving at the will of the City Manager. Salary: The current salary range for Emergency Management Program Analyst is $127,107 to $153,202 annually.

About the Position: The Emergency Management Program Analyst: Plans, organizes, implements, and maintains the City's emergency management program, including disaster mitigation, preparedness, response, and recovery; Develops and maintains community-based disaster preparedness and response programs; and Develops and maintains partnerships with local, County, State, and Federal agencies, non-profits, and community groups involved in emergency preparedness and disaster planning

Representative Duties Plans, organizes, directs, develops, evaluates, and updates emergency management plans and procedures, including the Emergency Management Plan, Disaster Recovery Plan, building evacuation plans, and emergency operating procedures. Assesses City-wide training needs and develops training programs that meet State and Federal guidelines; coordinates and conducts training of City personnel in emergency preparedness, response, and recovery practices; evaluates and makes recommendations on training materials and equipment. Organizes and tests Emergency Operations Center (EOC) equipment and systems, develops activation procedures, coordinates preparation of checklists for positions in the Emergency Operations Center.
Plans, organizes, directs, and evaluates City-wide disaster exercises and drills in accordance with State and Federal requirements. Develops and maintains a comprehensive hazards risk assessment; develops, prioritizes, and implements disaster prevention and mitigation plans and programs in partnership with key City departments. Strengthens community resilience and promotes community hazards awareness and disaster education programs; represents the City before civic and community groups.
Maintains the Community Emergency Response Team (CERT) program and provides CERT members with training exercises in emergency relief efforts. Establishes, promotes, and maintains effective relations with community organizations, schools, business community, the Red Cross, and other community-based groups with the goal of integrated emergency preparedness and response plans. Serves as liaison with Federal, State, and local agencies; staffs and serves on committees with other departments, outside agencies, commissions, and emergency management groups.
Knowledge, Skills, and Abilities: Considerable knowledge of, and skill in interpreting, applying, and explaining Federal, State, and local agencies, laws, policies, standards, best practices, and principles related to emergency preparedness. Knowledge of principles and practices of emergency management program planning, development, administration, and disaster preparedness. Knowledge of the methods, techniques, and trends involved in the development, administration, implementation, and evaluation of emergency management training programs.
Knowledge of particular emergency and natural disaster hazards which may affect the emergency planning needs of a city. Knowledge of techniques to gain community involvement in risk assessment, disaster planning, resident and community disaster education, and other emergency management programs. Skill in facilitation and developing and maintaining effective working relationships with City employees and people outside of the City organization, including volunteers, community organizations, and public and private agencies.
Ability to coordinate emergency management programs with other agencies for the most effective and sustainable utilization of resources. Ability to prepare clear, concise, and accurate plans, procedures, reports, correspondence, and other written materials that conform with Federal and State guidelines. Qualifications Guidelines Any equivalent combination of education, experience, and training that provides the knowledge, skills, and abilities is qualifying.
Education: A Bachelor's degree from an accredited four-year college or university with major coursework in emergency management, public policy, planning, public or business administration, communications, or a related field. AND Experience: A minimum of four (4) years of professional experience in emergency management, emergency preparedness, disaster response, emergency response, and/or public education programs related to emergency management, preparedness, or response. Special Requirements: Possession of, or ability to obtain prior to employment, a valid Class C California Driver's License and a good driving record.
The employee may be required to work on-call, evenings, and weekends, and to respond to the City's Emergency Operations Center in the event of activation.
