Job description
Job Summary Under the direction of the Emergency Management Director, assists with planning, developing, and implementing a comprehensive Emergency Management program while ensuring that all Emergency Management programs fulfill the requirements and mandates of federal and state law. Provides clerical support for the operation of the Emergency Management Department. Assists with planning and preparation for present and future programs, projects, and goals.
Has the authority and knowledge to act in the Director's absence. Essential Duties Takes on responsibilities as EM Director during Emergency Operations Center activations when Director is not in EOC. Works with EM Director to maintain department availability 24/7/365 to support public safety needs in the County as needed.
This requires the ability to occasionally work outside of normal business hours to accomplish department missions including meetings, outreach, and response efforts. Assists with ensuring that the Brown County Emergency Operations Plan and related plans are in a state of readiness for implementation to include compliance with local, state, and federal laws and regulations in order to minimize the effect of natural or technological disasters that may impact the citizens of Brown County. Assists with planning, developing and coordinating an all hazards approach to emergency support for natural and/or man-made disaster situations.
Assists with coordinating and assisting development of municipal emergency management plans within Brown County and integrating such plans with the County Plan. Liaison with internal and external stakeholders to identify gaps in resource availability for use during an emergency. Serves as a representative of the County to professional groups, community organizations and the general public when addressing and presenting on Emergency Management issues.
Assists with determining the need for federal financial assistance after a disaster and coordinating the damage assessment and application for federal disasters funds for all jurisdictions in Brown County. Assist with design and conduct of internal and external public safety and stakeholder exercises as needed: provide instruction and guidance to exercise and event participants: evaluate effectiveness and efficiency of exercises and event responses. Promotes, coordinates, and presents training programs for local officials, fire departments, EMS, and law enforcement agencies and other partners regarding their responsibilities for emergency planning and operations.
Assists in supervising, scheduling, and assigning work to interns that may be working with BCEM; instructs and trains in methods and procedures; checks and approves work in progress and upon completion; conducts performance evaluations. Assists with maintaining records, reports, and computer systems utilized in the emergency management program. Assists with the preparation of the annual budget and monitoring departmental expenditures.
Creates and prepares correspondence, news releases and reports. Assists with tracking revenues, expenditures, purchase orders, invoices, and grants. Assists Local Emergency Planning Committee (LEPC) with off-site plan development and updating of same; assists with preparations for LEPC exercises and meetings.
Assists with preparation of application and close-out paperwork for Emergency Planning & Community Right to Know Act (EPCRA), Emergency Management Planning Grant (EMPG), and other grant opportunities pertaining to emergency management for submission to the State Regional Office. Assists with monitoring tornado sirens, tracking problems, and scheduling maintenance. Assists with updates and maintenance of the Emergency Management website and social media accounts Maintains Tier Two inventory information and related records pursuant to Emergency Planning Community Right to Know Act (EPCRA).
Ensures that the Emergency Management office complies with federal, state, and local directions in emergency and day-to-day situations. Maintain office in the absence of the Emergency Management Director. Minimum Qualifications Required Education and Experience: Bachelor's degree in Emergency Management, Public Administration, or related field; ability to complete state required minimum training standards within the first year; three to five years of related experience preferred; or any combination of education, training and experience which provides the necessary knowledge, skills, and abilities.
Licenses and Certifications: Valid Wisconsin Driver's License Wisconsin Emergency Management Certification preferred. Knowledge, Skills & Abilities Knowledge of theory, principles, techniques, laws, and practices of Emergency Management. Knowledge of the federal and state laws, rules, and regulations, which impact emergency management operations.
Knowledge of Superfund Amendment Reauthorization Act requirements (SARA). Knowledge of the National Incident Management System Knowledge of theory, principles, techniques, and practices of hazardous materials, emergency medical services and disaster recovery planning. Knowledge of state and local resources available in emergency situations, both government and private.
Knowledge of emergency procedures used by the protective service units of local government. Knowledge of emergency management organization, objectives, project planning procedures and requirements. Knowledge of personnel management policies, practices, and procedures.
Ability to effectively develop and implement training programs and the ability to train individuals to ensure preparedness in emergency situations. Ability to supervise, train and monitor the work of subordinate clerical support staff. Knowledge of general accounting principles; accounting aptitude.
Knowledge of modern office equipment, practices, and procedures. Knowledge of business English, spelling, grammar, arithmetic, and vocabulary. Proficiency in Windows applications as well as Microsoft Office (with emphasis on Microsoft Word, Excel, and PowerPoint).
Ability to compose and/or prepare effective correspondence on moderately complex matters and perform office management details without referral to a supervisor. Ability to prepare and maintain complex office and confidential records and to prepare accurate reports from file records and materials. Ability to make independent decisions in accordance with established policies and procedures.
Ability to appreciate the confidential nature of the position. Ability to communicate clearly and effectively, both orally and in writing. Ability to answer inquiries and complaints effectively.
Ability to do mathematical calculations for record keeping and preparation of reports. Ability to establish and maintain effective working relationships with staff, other departments, and the general public. Ability to work independently, exercise judgment, and effectively utilize authority.
Ability to remain calm and function effectively during emergencies or rapidly changing activities. Ability to be on-call as needed. Ability to work the required hours of the position.
