Job description

Are you looking for a fast-paced and challenging position that will provide you with valuable managerial and leadership experience, a wide variety of responsibilities, and frequent exposure to all levels of management and staff within the Employment Development Department (EDD)? The EDD is seeking a highly motivated and qualified individual to serve as an IT Supervisor II in the Enterprise Testing Office (ETO) within the Information Technology Branch (ITB) of EDD.
This position reports to the Enterprise Testing Office Section IT Manager I and is responsible for directing the activities of a testing unit within the Enterprise Testing Office. The ETO plays an integral role in supporting and enhancing EDD's automated systems. The office provides a range of testing services that include, but are not limited to, functional testing, system testing, support for user acceptance testing, and automation testing. ETO also maintains complex test environments and manages critical testing support functions such as data mining and data encryption.
The successful candidate will have excellent verbal and written communication skills, strong attention to detail, and the ability to manage multiple priorities with competing deadlines. The ideal candidate can lead and support testing teams, coordinate effectively with project and technical partners, and apply sound judgment in a fast-moving environment. The candidate should be able to guide staff, promote consistent testing practices, and contribute to a collaborative, solutions-focused team culture.
This position is eligible for telework under EDD's telework policy. The amount of telework is at the discretion of the Department and is subject to change as business needs arise. Employees are required to report to their headquarters office on their assigned in-office days. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Minimum 5 years of software test management experience, including experience in a test lead, supervisory, or managerial role.
  • Minimum 5 years of experience with test management tools such as Microfocus/OpenText ALM, JIRA, AzureDevOps or similar.
  • Experience supporting automation teams by identifying suitable test cases for automation, reviewing scripts, and ensuring alignment between manual and automated testing efforts.
  • Experience with automation tools such as OpenText UFT, Katalon, or Selenium.
  • Testing experience with applications integrated with SaaS or cloud-based solutions, mainframe technologies, and .NET technologies.
  • Demonstrated ability to lead and coordinate staff, provide clear direction, mentor and coach team members, motivate individuals and teams, evaluate performance, and support ongoing staff development.
  • Strong organizational skills with the ability to manage multiple priorities, meet deadlines, and operate effectively in a fast-paced environment.
  • Excellent verbal and written communication skills, with the ability to convey information clearly, professionally, and with appropriate tact to staff, management, vendors, stakeholders, and other partners.
  • Experience collaborating with vendor teams and coordinating with stakeholders to align on testing deliverables, schedules, and issue resolution.
  • Ability to identify process gaps, recommend improvements, and support change-management activities that enhance testing workflows and consistency.
  • Strong analytical and problem-solving skills, with the ability to work through ambiguity and provide clear, well-supported decisions.
