Job description

Oracle Cloud Infrastructure (OCI) delivers secure, high-performance solutions for organizations operating at global scale. We are seeking a Senior Principal Technical Program Manager to lead critical programs supporting OCI's highest-priority initiatives. This role will help shape operational strategy, drive execution across complex cross-organizational efforts, and build the frameworks, governance, and operating rhythms needed to support a rapidly growing global organization.

In this role, you will serve as a trusted partner to senior leaders across product, engineering, finance, and business operations, bringing clarity to ambiguity and ensuring alignment across strategic priorities. You will balance long-term operational maturity with near-term execution, influence decisions at the executive level, and lead teams through complexity and change.

US: Hiring Range in USD from: $115,300 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.   • Plan, manage, and lead the activities of a team that provides business operations support across key areas of OCI Business Operations and Strategic Programs.

  • Partner with senior leadership across Oracle to drive strategic planning, execution alignment, and operational excellence across a broad portfolio of initiatives.

  • Lead complex, cross-functional programs spanning business operations, product, engineering, and corporate partner teams, ensuring successful execution against organizational priorities.

  • Provide strategic direction on initiative prioritization, integration, and resource application in support of business objectives and evolving organizational needs.

  • Establish and scale operating cadences, governance models, KPI frameworks, and executive review mechanisms that improve visibility, accountability, and decision-making.

  • Bring expertise, or identify subject matter experts, to support multi-functional efforts in process improvement, data capture and analysis, infrastructure support, tool ownership, and compliance with established procedures.

  • Drive continuous improvement across operational processes, business rhythms, and systems to improve scalability, efficiency, and organizational effectiveness.

  • Ensure policies, procedures, and execution models align with Oracle's corporate vision and the strategic priorities of OCI Business Operations and Programs.

  • Build strong partnerships across business, product, engineering, finance, and support functions to act as a force multiplier for cross-organizational execution.

  • Anticipate risks, identify bottlenecks, manage trade-offs, and drive resolution of critical operational and program issues.

  • Partner in recruiting efforts to assess talent and help build a strong pipeline of future leaders.

  • Mentor teams, fostering a culture of accountability, inclusion, collaboration, and continuous improvement.

Qualifications

  • 10+ years of experience in business operations, program management, strategy, or related roles in a complex, fast-paced environment.

  • Experience with cloud technologies, infrastructure, enterprise software, or engineering-led environments is required.

  • Proven experience leading large-scale, cross-functional initiatives and delivering measurable business impact in matrixed organizations.

  • Demonstrated leadership as an individual contributor, including mentoring peers, sharing best practices, and driving high standards of performance.

  • Strong business acumen with experience in operational planning, prioritization, governance, and organizational execution.

  • Experience supporting senior or executive leadership with strategic planning, business reviews, and operational decision-making.

  • Expertise in process improvement, operational scaling, and data-driven management practices.

  • Experience with financial operations, including planning, forecasting, resource alignment, and business performance management.

  • Exceptional communication and stakeholder management skills, with the ability to influence at all levels of the organization.

  • Ability to thrive in ambiguity, balance competing priorities, and translate complex challenges into clear execution plans.
