EConsult Program Manager

Requirement/Must Have:

  • 35+ years of experience in public health program management, healthcare operations, clinical program coordination, or healthcare technology initiatives.
  • Experience managing grant-funded programs, including budgeting, compliance, reporting, and federal or state program requirements.
  • Strong understanding of telehealth, care coordination models, and technology-enabled clinical services.
  • Knowledge of healthcare systems, specialty care workflows, and rural healthcare delivery.
  • Experience with stakeholder engagement and multi-organizational collaboration.
  • Strong project management, communication, and organizational skills.
  • Proficiency with Microsoft Office Suite and related business applications.

Experience:

  • Experience leading multi-stakeholder healthcare or public health programs.
  • Experience working with rural clinics, health systems, academic centers, or community-based organizations.
  • Experience with EConsult implementation, telehealth programs, or specialty care coordination is strongly preferred.
  • Experience developing and monitoring program KPIs, performance metrics, and quality improvement initiatives.
  • Experience with HIPAA compliance, healthcare privacy regulations, and federal reporting standards.
  • Familiarity with interoperability standards such as FHIR, HL7, EHR systems, and health information exchange.

Responsibilities:

  • Lead statewide strategy for EConsult adoption to improve specialty care access in rural and underserved communities.
  • Define program goals, KPIs, turnaround standards, consult volume targets, and equity measures.
  • Develop sustainability strategies including reimbursement models, payer engagement, and value-based care alignment.
  • Manage federal grant requirements, work plans, reporting deliverables, and compliance activities.
  • Oversee budgeting, procurement, contract administration, and fiscal stewardship.
  • Ensure compliance with HIPAA, state privacy requirements, and federal reporting standards.
  • Coordinate with specialty hubs, healthcare systems, and academic centers to establish service lines and escalation workflows.
  • Develop clinical protocols for triage, documentation, follow-up coordination, and care management.
  • Lead change management and practice transformation efforts to support provider adoption.
  • Develop and deliver training programs for clinicians, care coordinators, and administrative staff.
  • Provide technical assistance, onboarding, workflow optimization, and troubleshooting support to rural providers.
  • Build statewide networks of clinical champions and peer-learning initiatives.
  • Create toolkits, job aids, consult templates, billing guidance, and educational resources.
  • Develop data strategies for performance monitoring, equity tracking, outcomes measurement, and continuous quality improvement.
  • Prepare quarterly and annual reports for leadership and federal stakeholders.
  • Conduct program evaluations and present findings to stakeholders and leadership teams.
  • Develop communication plans, provider outreach materials, dashboards, and awareness campaigns.
  • Present program updates to executive leadership, boards, legislative bodies, and community forums.
