JOB SUMMARY:
The Disaster Management Specialist oversees Emergency Disaster Management aspects of the organization and is responsible for developing and overseeing disaster preparedness and response plans. This role involves collaboration with various stakeholders, including government agencies, non-profits, and community organizations, to ensure effective management of disaster situations. Policy and procedure development and implementation of standard compliance in these key areas are critical to the organization’s readiness in dealing with emergency situations. This position interfaces with emergency management resources and agencies at Mountain View Hospital and its affiliates, Idaho Falls Community Hospital, local, State and Federal levels to include emergency preparedness, National Incident Management System training, State, regional and community disaster drill planning, execution and evaluation and the procurement, storage and management of emergency supplies and materials.
As a member of the Quality Assurance Team, the Quality Assurance Specialist assists with implementation of the performance plan for Mountain View Hospital and its affiliates as well as Idaho Falls Community Hospital. The Quality Assurance Team directs the program in accordance with mission and strategic goals of these facilities. The Quality Assurance Team directs those activities within each facility which monitor organization performance. The goal of Quality Assurance is to continuously improve patient health outcomes through process design and performance measurement and assessment.

DUTIES AND RESPONSIBILITIES:
1. Assess hazards and prepare plans to respond to emergencies and disasters in order to minimize risk to people and property
2. Meet with public safety officials, private companies, and the general public to get recommendations regarding emergency response plans.
3. Organize emergency response training programs and exercises for staff, volunteers, and other responders.
4. Coordinate the sharing of resources and equipment within the community and across communities to assist in responding to an emergency.
5. Prepare and analyze damage assessments following disasters or emergencies.
6. Review emergency plans of medical facility, to ensure adequacy.
7. Conduct risk assessments to identify potential risks and vulnerabilities within communities and organizations.
8. Create and implement disaster response plans, including evacuation procedures, resource allocation, and communication strategies.
9. Develop and conduct training programs and drills for staff and community members to enhance preparedness and response capabilities.
10. Coordinates and conducts all disaster drills (codes/drills, etc.)
11. Assists Director of Facilities in completion of fire and disaster drills.
12. Identify and secure resources, including personnel, equipment, and funding needed for disaster response and recovery.
13. Participates in performance improvement and information management activities.
14. Coordinates a multidisciplinary team to conduct ongoing environmental tours of clinical and nonclinical areas.
15. Demonstrates analytical and critical thinking abilities with pro-active decision-making and negotiation skills.
16. Act as a lead coordinator during disaster events, ensuring timely and effective response efforts.
17. Develop plans for post-disaster recovery, including rebuilding efforts and support for affected individuals and businesses.
18. Promote community awareness of disaster preparedness through outreach programs and public education campaigns.
19. Maintain accurate records of disaster management activities, including assessments, responses, and recovery efforts, and prepare reports for stakeholders.
Quality Assurance Specialist
20. Analyzes and summarizes performance improvement data from a clinical perspective and prepares and distributes reports/charts to the Quality Assurance Committee.
21. Ensure that the program supports multidisciplinary team initiatives. The position will ensure that quality improvement activities are directed towards analysis of data, with a focus on improvement of processes.
22. Prepares reports for QA Committee designed to track various indicators that may identify trends or patterns. When potential problems are identified, will investigate and follow-up trends as directed by the QA Manager and/or QA Committee.
23. Performs miscellaneous tasks as needed to promote smooth operations.
24. Other duties as deemed necessary.
Emergency Management:
Chair Emergency Preparedness Committee, organize and manage committee meetings, assignments and minutes, collaborate with Bonneville County Emergency Manager, participate in East Idaho Healthcare Coalition, update and train on code responses.

Education/Certification: Associates Degree preferred. Preferred knowledge of local, State Federal codes including CMS, UBC, NFPA, ASHRAE, NIOSH, AIA Guidelines, ADA, OSHA, State of Idaho Division of Building Safety, Health and Welfare Bureau of Facility Standards and accreditation standards of the CIHQ.
Experience: One to three months related experience and/or training; or equivalent combination of education and experience. Hospital management experience preferred

Language/Communication: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence

Mental Capabilities: Ability to apply common sense to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
