JOB SUMMARY
The 2-1-1 Outreach & Disaster Response Coordinator serves as the primary representative for 2-1-1 throughout the Golden Crescent Region, leading community outreach, partnership development, and disaster preparedness initiatives. This position builds strategic relationships with community organizations, emergency management agencies, and local stakeholders to increase awareness of 2-1-1 services and improve access to critical resources.
During emergencies and disaster events, this role coordinates the collection, verification, and dissemination of timely resource information, supports emergency response efforts, and ensures 2-1-1 remains a reliable source of information and referral services for affected communities.
PRIMARY DUTIES AND RESPONSIBILITES
Community Outreach
  • Develop and deliver presentations to nonprofit organizations, faith-based organizations, government agencies, healthcare partners, and community groups.
  • Conduct outreach throughout the seven-county Golden Crescent Region to increase awareness of 2-1-1 services.
  • Cultivate and sustain strategic partnerships with community organizations, local governments, emergency management agencies, and other stakeholders.
  • Identify resource gaps and community trends and recommend outreach strategies to improve access to services.
  • Represent 2-1-1 at community meetings, coalitions, conferences, and public events.

Disaster Preparedness & Response
  • Coordinate the collection, verification, and dissemination of disaster-related resource information.
  • Create and distribute disaster notifications, situational updates, and resource information to 2-1-1 staff and TIRN members.
  • Develop After-Action Reports (AARs) following disaster activations.
  • Participate in emergency management meetings, trainings, exercises, and disaster response activities.
  • Ensure compliance with TIRN Emergency Management Protocols and statewide disaster response procedures.

Operational Support
  • Provide Information & Referral (I&R) and crisis intervention services as operational needs require.
  • Maintain expert knowledge of 2-1-1 systems, technology, operations, and disaster response protocols.
  • Provide leadership and operational support during high call-volume periods, disaster activations, and special projects.
  • Support service level goals by assisting Call Specialists during critical operational needs.
  • Perform other duties as assigned.

Requirements
EDUCATION AND EXPERIENCE
  • Bachelor's degree - required / master's degree - preferred in Health & Human Services, Social Services or other related field of study.
  • High level of interpersonal skills to handle sensitive and confidential information. Position continually requires demonstrated poise, tact and diplomacy
  • Five to eight years of progressively responsible experience in community outreach, emergency management, nonprofit leadership, or human services.
  • Extensive knowledge of community issues.
  • Strong relationships in the nonprofit, public and private sectors.
  • Staff and volunteer management.

Preferred Qualifications
  • Experience with disaster response or emergency management.
  • Knowledge of Texas 2-1-1, TIRN, and Inform USA standards.
  • Bilingual in English and Spanish.
  • Strong public speaking and presentation skills.
  • Experience using resource databases or case management systems.

KNOWLEDGE, SKILLS & ABILITIES INFORMATION
  • Excellent verbal, written, and presentation skills, with the ability to effectively communicate complex information to diverse audiences, including community members, government agencies, nonprofit organizations, and emergency management partners.
  • Strong knowledge of disaster preparedness, response, recovery, mitigation, and community resilience principles, with the ability to coordinate resources during emergency events.
  • Working knowledge of local, regional, state, and federal emergency management systems and the roles of organizations such as FEMA, the American Red Cross, Texas Division of Emergency Management (TDEM), Emergency Operations Centers (EOCs), and other disaster response partners.
  • Ability to build, cultivate, and maintain collaborative partnerships with community organizations, government agencies, healthcare providers, and other stakeholders to strengthen community resource networks.
  • Skilled in public outreach, community engagement, and risk communication before, during, and after disaster events.
  • Ability to gather, verify, analyze, and communicate critical resource information quickly and accurately during emergencies and rapidly changing situations.
  • Strong organizational and project management skills with the ability to manage multiple priorities, meet deadlines, and adapt to changing operational needs.
  • Working knowledge of grant-funded programs, reporting requirements, and compliance with applicable federal, state, local, and organizational policies.
  • Proficiency with Microsoft Office Suite and the ability to quickly learn and effectively utilize 2-1-1 technologies, resource databases, and other software systems.
  • Ability to work independently while exercising sound judgment, professionalism, and discretion in sensitive or high-pressure situations.
  • Demonstrated ability to lead initiatives, provide operational support, and collaborate effectively with cross-functional teams during high-volume operations, disaster activations, and special projects.
  • Commitment to the mission, values, and customer service standards of United Way of San Antonio & Bexar County and 2-1-1 Texas.
  • Knowledge of Inform USA standards and best practices for Information & Referral services.

WORK ENVIRONMENT
