Job description

Program Manager

????Montgomery County

RHD Montgomery County Homeless Services’ Street Outreach team provides support to single adult households actively experiencing homelessness in Montgomery County’s eastern and central regions. The team provides clinical engagement, resource connection, referrals, and person-centered problem solving to stabilize housing situations or find alternative solutions. The team supports individuals in encampments, livening outside, or staying in places unfit for human habitation.
Position Purpose
The Program Manager provides leadership to program staff in collaboration with the Program Director. The program manager is responsible for ensuring the creation of a safe and healthy environment that fosters communication, a sense of well-being, empowerment and support to the consumers supported by the program. The Program Manager is responsible for overall management of the street outreach program and team they supervise. The Program Manager will act as a role model for employees regarding the expectations of how the job duties should be performed, the attitude to maintain while at work and appropriate interactions with consumers and other professionals. A commitment to the RHD values should be demonstrated as job duties are performed. The Program Manager reports directly to the Program Director.
The Program Manager will provide supervision and support to the street outreach Case Managers. The Program Manager will provide coordination between the Community Connections office and Street Outreach teams. They will also outreach and connect with all Code Blue providers to understand their programs, make sure communication is effective, and provide support with system navigation. The program manager will also support with direct client contact.
Major Responsibilities
Leadership
• Provide guidance and leadership to staff including supervision as assigned by the Program Director
o Provide staff training and mentoring that supports staff development and document and address any identified needs for improvement.
o Manage site scheduling including all callouts, no-shows, and time-off requests to provide coverage as needed.
o Assist in interviewing new team members.
• Participate in and attend planning and team meetings for participants.
Programming
• Respond appropriately to crisis situations by notifying the appropriate persons, completing/submitting incident reports.
• Provide day-to-day program support to ensure services are provided per the Your Way Home Guidelines.
Administrative
• Manage, monitor, and reconcile all site and consumer-related expenditures as required
• Oversee the maintenance, upkeep and safety of the physical site and site vehicles, reporting needed repairs, upkeep, and conditions.
• Monitor and ensure the timely and accurate completion of documentation and communicate issues and/or problems.
• Participate in quality assurance activities as assigned.
• Other duties as assigned.
Job Qualifications and Competencies
• Bachelor’s Degree in social work psychology, gerontology, anthropology, political science, history, criminal justice, theology, counseling, nursing, technology or education.
• 2 years supervisory experience
• Specialization in one or more of the following vocational domains: competitive integrated employment, self-employment artisan/maker or self-employment urban agriculture.
• Minimum 5 years’ experience working with adults with IDD/Behavioral Mental Health Diagnosis/Drug and Alcohol Recovery Programs.
• Demonstrates a strong working knowledge of the appropriate regulations, RHD values and program policies and procedures.
• Basic computer and internet literacy with the ability to utilize applications like emails, time recording and other programs to enter and retrieve data as necessary to perform the essential functions of the job.
• Valid Driver’s License with clean driving history for 3 years
• Subject to employment screenings, including FBI clearance, if applicable.
